About this file

This is an Exception to Fair Opportunity justification document under FAR 16.505 for a single-award interim task order. The Transportation Security Administration (TSA), through the Enrollment Services & Vetting Programs (ESVP) and Contracting and Procurement (C&P), proposes to award a Firm Fixed Price (FFP) interim task order to ILM Corporation of Virginia, Inc. (ILM), a HUBZONE small business currently performing document management services. The procurement request number is PR267503A002, with tracking number JA-2026-04-1292, and the estimated total value is $3,281,226.14 for a 12-month base period (March 1, 2026 – February 28, 2027) plus two optional 6-month periods (March 1, 2027 – August 31, 2027 and September 1, 2027 – February 28, 2028). The option periods may be exercised if Authority to Operate (ATO) delays occur.

The requirement is to provide document correspondence and mailing services supporting the ESVP mission, including receiving incoming documents from applicants, responding to TSA determinations, converting documents to electronic format, uploading documents to case files in the Vetting and Credentialing System (VCS) or Technology Infrastructure Modernization (TIM) systems, and preparing outgoing correspondence for multiple TSA program populations. Programs served include the Hazardous Material Endorsement Program, Transportation Worker Identification Credential Program, Aviation Workers Program, DCA Access Standard Security Program, and others. The justification for the sole-source award under FAR 16.507-6(b)(2) is that only ILM is capable of providing the specialized Document Management System (DMS) services without service disruption, as the new competitive DMISS BPA contractor cannot deliver services until receiving ATO approval from TSA, which is not anticipated until November 2026. The contracting officer determined the award represents best value by comparing ILM's quote to government cost estimates and GSA Multiple Award Schedule labor rates. Market research confirmed ILM as the only resource capable of providing uninterrupted services.
