White Oaks Drive and Cascade Drive intersection as a roundabout, and reconstructing portions of Hedley Road and Cascade Drive. Work includes construction of new 5-6 foot wide sidewalks, an 8-foot wide shared-use path, concrete curb and gutter, concrete medians, storm sewer, culverts, full-depth hot-mix asphalt pavement, traffic signal improvements, erosion control, earthwork, and landscaping. The project is located in the southwest quadrant of Springfield covering 3,677 feet (0.70 miles) of roadway. Electronic bids must be submitted to the iCX-Integrated Contractors Exchange system by 12:00 p.m. on November 6, 2026, at which time bids will be publicly opened. The contract time is 110 working days from authorization to proceed, with all lanes required to be open to traffic within this period. No additional working days will be allowed for finish grading, seeding, landscaping, and cleanup work.
The contract will be awarded to the lowest responsive and responsible bidder considering conformity with terms and conditions established by the Illinois Department of Transportation. Specific traffic control requirements apply, including restrictions on lane closures during peak hours on Wabash Avenue (9:00 a.m. to 11:00 a.m. and 1:00 p.m. to 3:00 p.m. Monday through Friday, and 8:00 p.m. to 6:00 a.m. Sunday through Thursday) without prior written approval. Road closures on W. White Oaks Drive and Koke Mill Road require 21 days advance notice to specified agencies including District 6 Traffic Operations, Sangamon County Engineer, City of Springfield Public Works, and others. The project involves four major construction stages with specific sequencing requirements detailed in the Traffic Staging and Construction Sequencing Plan. Construction procedures include restrictions on roadway closures during Thanksgiving, Christmas, and New Year's holidays. The project is funded with Construction Funds and incorporates numerous supplemental specifications, recurring special provisions, and BDE special provisions addressing materials, methods, quality assurance, and compliance requirements typical of Illinois Department of Transportation roadway construction projects.

TRAFFIC CONTROL PLAN
Effective: November 1, 1984 Revised: October 10, 2022
The following Traffic Control and Protection will apply to this project:
HIGHWAY STANDARDS:
701001 This standard will be used on 2 lane / 2 way traffic for all work activities greater than
15 ft. from the edge of pavement.
701006 This standard will be used on 2 lane / 2 way traffic for all work activities within 24 inches to 15 ft. from the edge of pavement.
701301 This standard will be used on 2 lane / 2 way traffic for construction activities such as marking patches, string line operations, utility operations, work zone pavement marking removal, and cleaning debris on the pavement.
701311 This standard will be used on 2 lane / 2 way traffic for construction activities that require continuous moving operations such as pavement marking and raised reflective pavement markers.
701421 This standard will be used any time a lane closure is required on a multilane roadway due to work encroaching on a travel lane adjacent to the shoulder or on the shoulder within 24” of the edge of pavement for day operations only.
701422 This standard will be used any time a lane closure is required on a multilane roadway due to work encroaching on a travel lane adjacent to the shoulder or on the shoulder within 24” of the edge of pavement.
701426 This standard will be used for lane closures on multi-lane roadways for intermittent or moving operations. Typical operations include landscaping work, utility work, and pavement marking.
701501 This standard will be used for all activities on 2 lane / 2 way urban sections requiring a lane closure.
701502 This standard will be used for all activities on 2 lane / 2 way urban sections with bi-directional turn lanes requiring a lane closure.
701602 This standard will be used for all activities involving urban lane closures on multilane, 2 way traffic with a bi-directional left turn lane.
701701 This standard will be used for all work activities involving a multilane urban intersection.
701801 This standard will be utilized for all sidewalk closures throughout the project limits.
BLR 21 This standard shall be used during construction activities which involve a temporary road closure of any city street. This work shall be done in accordance with Section 701 of the Standard Specifications and as per Highway Standard BLR 21.
BLR 22 This standard will be used any time a city street is temporarily closed to thru traffic.
No roadways may be closed without written approval by the City and at least 48 hours notification prior to road closures. In addition to the requirements in this standard, two (2) bi-directional flashing lights will be required on each Type III barricade and both advance warning signs will be equipped with flashing lights and
(1) 18" x 18" orange flag attached above the signs from each direction. This work shall be done in accordance with Section 701 of the Standard Specifications and as per Highway Standard BLR 22.
701901 This standard describes all permissible traffic control devices that can be utilized with the above-mentioned traffic control standards.
During the entire construction period, the existing roads and parking areas shall be kept open to traffic as follows:
(a) In accordance with the applicable portions of the Standard Specifications.
(b) In accordance with the Special Provision “Traffic Staging and Construction Sequencing”.
(c) The Contractor shall schedule and conduct his operations so as to ensure the least obstruction to traffic, create a minimum of confusion to the public, and to conform to Article
107.09 of the Standard Specifications.
(d) When the Contractor’s operation requires closing a portion of roadway segment, parking area, or entrance, the remaining roadway segments, parking area, and entrance shall be kept open to at least one lane of traffic at all times except as otherwise stated.
(e) If the construction schedule requires a winter shutdown, all roadways shall have at least one lane of traffic in each direction open prior to the winter shutdown unless otherwise directed by the Engineer and approved by the City of Springfield. If the Contractor cannot complete a stage of construction and open each roadway to two-way traffic prior to the winter shutdown, then that stage of construction will need to be postponed until construction can begin again in the spring.
(f) Access to all public roads and private entrances shall be maintained during all stages of the work unless otherwise shown.
(g) Cones, drums or barricades shall be placed on the closed lane, not the open lane.
If at any time the signs are in place but not applicable, they should be turned from the view of the motorists or covered as directed by the Engineer.
When construction is within a traffic signal video detection zone such that it will constantly place a phase in recall due to the presence of vehicles, temporary modifications shall be made to the signals to prevent those calls to allow for the remainder of phases still in service to operate without unnecessary disruption. The Contractor shall coordinate with IDOT prior to making any type of modifications to Wabash traffic signals, even in temporary conditions.
Prior to allowing traffic on any portion of the roadway that has been cold milled, the Contractor shall have erected "Rough Grooved Surface" and "Uneven Pavement" signs that conform to the details shown in the plans. A minimum of one sign at each end of the improvement will be required. The Contractor shall maintain the "Rough Grooved Surface" signs until the cold milled surface is covered with HMA. The Contractor shall maintain the "Uneven Pavement" signs until the resurfacing operations are completed.
The cost of furnishing, erecting, maintaining, relocating and removing the required work zone signing shall be included in the contract. This shall include all work zone signs included in the IDOT Traffic Control Standards and the requirements for work zone signs included herein.
All existing signs that require removal, to be covered, and/or relocation shall be included in the contract under this item of work.
Additional Traffic Control Requirements:
1. The Contractor shall provide, erect, and maintain all the necessary barricades, cones, drums, and lights for the warning and protection of traffic, as required by Sections 107 and 701 through 703 of the Standard Specifications, and as modified.
2. The Contractor will be responsible for the traffic control devices at all times during construction activities and shall coordinate the items of work in order to keep hazards and traffic inconvenience to a minimum.
3. The Contractor shall be responsible for maintaining the traffic devices at all times during the construction activities and throughout any winter shutdown periods.
4. Parking of any personal vehicles within the road right-of-way will be strictly prohibited.
Parking of construction equipment within the right-of-way will be permitted only at locations approved by the Engineer.
5. All required fluorescent orange signs shall be 48 x 48 inches on this project unless otherwise noted in the plans.
6. In addition to the signs required under various traffic control standards, “Shoulder Drop-Off” signs W8-9a(O)48 shall be required any time there is a difference in elevation at the edge of pavement adjacent to an open roadway. The signs shall be placed just prior to the work that will result in the drop-off and shall remain in place until the drop-off is eliminated. These signs will not be paid for separately but cost considered included in the various traffic control and protection pay items.
7. Lane closures on Wabash Avenue will only be permitted during off-peak hours from 9:00 AM to 11:00 AM and from 1:00 PM to 3:00 PM Monday - Friday and 8:00 PM to 6:00 AM Sunday - Thursday without prior written approval from the Engineer.
This work shall consist of furnishing, erecting, maintaining, relocating and removing all traffic control items as described herein, in the TRAFFIC STAGING AND CONSTRUCTION SEQUENCING special provision and the details included in the Construction Staging and Maintenance of Traffic Plans. Items shall include all signs, drums, barricades and all other equipment, hardware and labor necessary to maintain the lane shifts and/or temporary closures. The Contractor will be required to install, maintain, remove, and relocate traffic control items numerous times and at various locations as directed by the Engineer.
Basis of Payment. The cost of furnishing, erecting, maintaining, relocating and removing the required temporary traffic control measures to implement the traffic control standards and requirements described herein shall be included in the lump sum contract price for TRAFFIC CONTROL AND PROTECTION, (SPECIAL). The cost of Traffic Control and Protection Standards 701001, 701006, 701301, 701311, 701421, 701422, 701426, 701501, 701502, 701602, 701701, 701801, 701901, BLR 21 and BLR 22 will not be paid for separately but shall all be included in the contract unit price per lump sum for TRAFFIC CONTROL AND PROTECTION (SPECIAL).
