About this file
This is a Notice to Bidders and Special Provisions document from the Illinois Department of Transportation (IDOT) District 1 for a bridge replacement and road improvement project in McHenry County. The project involves the removal of existing pavement and replacement with full-depth hot-mix asphalt pavement, pavement markings, landscaping, storm sewer and structures, removal of the existing three-span Structure Number 056-3138 and replacement with a proposed three-span Structure Number 056-3062 (a PPC IL Beam bridge carrying Harmony Road over Coon Creek), a proposed retaining wall, and miscellaneous associated work. The project is located approximately 0.3 miles east of the intersection of Harmony Road and Payne Road in unincorporated McHenry County, with a total length of 816 feet (0.155 miles). Electronic bids must be submitted to the iCX-Integrated Contractors Exchange system prior to 12:00 p.m. on November 6, 2026, at which time bids will be publicly opened. The Contractor must complete tree removal by March 30, 2027, and has three working days for tree removal operations. The overall project completion date is October 30, 2027, with an allowance of ten working days after the completion date for clean-up work and punch list items. The contract requires the Contractor to assume responsibility for normal maintenance of all existing roadways within the project limits beginning on the date work commences.
The contract is awarded to the lowest responsive and responsible bidder considering conformity with terms and conditions established by IDOT. Utility relocations are required during Stage 1, with an estimated 63 days total for installation of new lines by AT&T, ComEd, and Everstream. Tree removal restrictions apply to avoid impacts to the northern long-eared bat, prohibiting removal of trees 3 inches or greater in diameter at breast height between April 1 and September 30 of any construction year. The project includes supplemental specifications and recurring special provisions covering materials, construction requirements, quality control procedures, traffic control plans, and various technical specifications for hot-mix asphalt, concrete, bridge construction, drainage, and erosion control. Available reports for bidder reference include an Existing Agricultural Drain Tile Investigation Plan, Special Waste Screening, and an Environmental Report for testing. The contract incorporates standard IDOT specifications adopted January 1, 2022 (revised January 1, 2026), applicable Illinois Manual on Uniform Traffic Control Devices standards, and numerous special provisions addressing DBE participation, apprenticeship initiatives, equipment and personnel certification requirements, and environmental compliance including SWPPP requirements and U.S. Army Corps of Engineers permit compliance.

TREE REMOVAL
This work shall be according to Section 201 of the Standard Specifications. In addition, the following restrictions shall be adhered to: To avoid potential impacts to the northern long-eared bat, tree removal of 3-inch-diameter at breast height or greater shall not occur between April 1 and September 30 of any construction year.
COMPLETION DATE PLUS WORKING DAYS (D1)
Effective: September 30, 1985 Revised: January 1, 2007
Revise Article 108.05 (b) of the Standard Specifications as follows:
