GEORGE STREET
JOB NUMBER C-91-127-25
SECTION NO. 24-00145-00-CH
VILLAGE OF MELROSE PARK
COOK COUNTY
CONTRACT NO. 61M63
LOCATION OF PROJECT
The project is located on George Street beginning at North Avenue (IL 64) (Station 1+40) and ending at the north Village limit (CN Railroad) (Station 34+45) for a total net length of 3,305 feet (0.626 miles) within the Village of Melrose Park in Cook County, Illinois.
DESCRIPTION OF PROJECT
This work consists of the hot mix asphalt surface removal; removal and replacement of curb and gutter, driveway aprons, and sidewalk; installation of storm sewer and drainage structures; installation of a 12” ductile iron water main, hot-mix asphalt (HMA) binder & surface, pavement marking, restoring disturbed parkways with topsoil and sod and all other appurtenant work necessary to complete the project as shown on the plans and described herein.
PROJECT STAGING AND LOCAL ACCESS
During the construction of the project George Street will remain accessible to businesses needing to enter their driveways, as well as emergency vehicles. The construction is planned to be broken up into four stages. Southbound George Street traffic will be detoured around the site for the duration of the project. The Contractor will be required to adhere to the following staging plan:
Stage 0 Construction – During this stage, temporary sidewalk and sidewalk ramps will be constructed necessary to maintain pedestrian access during Stage 1. Both northbound and southbound George Street traffic will be maintained with all work occurring outside the limits of the existing roadway.
Stage 1 Construction - During this stage, the underground improvements, surface milling and binder installation, concrete improvements, traffic signal work, and parkway restoration shall be constructed on the west side of George Street. Northbound traffic will be allowed on the east side of George Street from North Avenue to Armitage Avenue utilizing a temporary pavement that shall be constructed before Stage 1. Southbound traffic will not be allowed from North Avenue to Armitage Avenue and will have to follow the detour to access North Avenue. Two-way traffic will be permitted north of Armitage Avenue. Temporary southbound traffic road closures, traffic control, and temporary pavement markings will be necessary to construct these improvements as shown on the plans.
SECTION NO. 24-00145-00-CH
VILLAGE OF MELROSE PARK
Storm sewer installation shall be completed before water main installation to avoid water main conflicts with proposed sewers. Storm sewer laterals that cross the northbound lane shall be constructed during this stage with flagging operations to maintain northbound traffic with minimum traffic impacts. At the end of the construction day, trenches that cross the George Street northbound lane shall be capped with hot mix asphalt binder. The hot mix asphalt will be included in the cost for TEMPORARY PAVEMENT.
Temporary access to businesses shall be maintained. Various commercial driveways shall be completed in stages to maintain access. Access to driveways will be interrupted at various times and interruptions shall be coordinated with businesses 48 hours in advance of any work that will impact driveway access. Once driveway access has been removed, the contractor shall restore access in 10 calendar days with new concrete improvements. The gap between the new curb and the existing pavement shall be filled with concrete that is set four and a quarter inch (4 1/4”) below the curb edge of pavement and shall then be capped with temporary aggregate to restore access to properties. Temporary aggregate will be paid under the TEMPORARY ACCESS (COMMERCIAL ENTRANCE) item. During underground improvements, all access to driveways is to be restored at the end of the day. On-street parking will be prohibited during this stage.
The contractor will be required to remove or bag any non-applicable existing signage during this stage.
It is anticipated that multiple construction crews will be needed to work simultaneously on different parts of the project to complete stage 1 and the project overall, within the contract working days.
Stage 2 Construction - During this stage, service drive removal and restoration, pavement widening construction, surface milling and binder installation, concrete improvements, lighting improvements, traffic signal work, and parkway restoration will be constructed on the east side of George Street. Northbound traffic will be allowed on the west side of George Street from North Avenue to Armitage Avenue. Southbound traffic will not be allowed from North Avenue to Armitage Avenue and will have to follow the detour to access North Avenue. Two-way traffic will be allowed north of Armitage Avenue. Temporary southbound traffic road closures, temporary pavement markings, and traffic control will be necessary to construct these improvements as shown on the plans.
Temporary access to businesses shall be maintained. Various commercial driveways will be completed in stages to maintain access. Access to driveways will be interrupted at various times and interruptions shall be coordinated with businesses 48 hours in advance of any work that will impact driveway access. Once driveway access has been removed, the contractor shall restore access within 10 calendar days with new concrete improvements. The gap between the new curb and the existing pavement shall be filled with concrete that is set four and one quarter inches (4 1/4”) below the curb edge of pavement and shall then be capped with temporary aggregate to restore access to properties. During underground improvements, all access to driveways is to be restored by the end of the day. On-street parking will be prohibited during this stage. The contractor will be required to remove or bag any non-applicable existing signage during this stage.
Any work required on the west side of George Street during this stage will utilize flagging operations to maintain northbound traffic with minimum traffic impacts.
SECTION NO. 24-00145-00-CH
VILLAGE OF MELROSE PARK
It is anticipated that multiple construction crews will be needed to work simultaneously on different parts of the project to complete stage 2 and the project overall, within the contract working days.
Stage 3 Construction – During this stage, two-way traffic will be allowed on George Street. Work completed during this stage will utilize flagging operations to maintain two-way traffic. This stage will consist of frame and lid adjustments within the roadway pavement, pouring concrete around those frames, final parkway restoration, paving the final hot-mix asphalt surface course for the entire length of the project, and pavement markings. Frame and lid adjustments shall be completed in stages to always allow for two-way traffic.
LIMITATION OF OPERATIONS
Per Village Ordinance No. 959, construction activities shall occur between 7am and 7pm Monday through Friday, 8am and 5pm on Saturdays, and 10am and 5pm on Sundays and holidays.
Contractors shall schedule work in such a manner to accommodate weather dependent items and specialty items in accordance with the overall desired completion date of October 31, 2027.
Furthermore, cut sheets for proprietary items with long lead-times shall be submitted for review as soon as the contract is executed.
MAINTENANCE OF ROADWAYS (D1)
Effective: September 30, 1985 Revised: November 1, 1996

If the excavations are backfilled, they shall be filled with an aggregate meeting the gradation of CA-6. The material will be compacted sufficiently to prevent rutting or settlement of material under traffic loads. If plates are used, they shall be of sufficient thickness to support vehicular loads and they shall extend a minimum of nine inches (9”) beyond the limits of the excavation on all sides. If the plates are to be left over the weekend, the edges of the plates shall be cushioned with a bituminous mixture in areas where vehicular traffic will cross the plates. Steel Plate Ahead signs (W8-24(O), 48") to be installed prior to any steel plate.
Excavations deeper than 36" along George Street or 24" near North Avenue will not be allowed within 8 feet of an open traffic lane unless shielded by a temporary longitudinal barrier.
The costs for providing the aggregate, plates, signs and bituminous mixture will not be paid for directly but shall be considered included in the cost of the excavation work required for the various contract items.
SHEETING AND SHORING
Any sheeting or shoring required for the underground utility improvements or other construction elements requiring relatively deep excavations shall be included in the cost of the particular the underground utility pay item and no additional compensation will be allowed for any supplemental work associated with the maintenance of trench sides or other excavated areas.
