About this file

This is a Notice to Bidders and Specifications document issued by the Illinois Department of Transportation (IDOT) and the Kane County Division of Transportation (KDOT) for Contract No. 61M13, a Federal-aid construction project located in Kane County, Illinois. The project involves the demolition of an existing 18-span, 1,376-foot by 62-foot Kirk Road bridge (S.N. 045-3096) and the construction of three single-span precast prestressed concrete (PPC) beam bridges carrying Kirk Road over Reed Road, the Union Pacific Railroad (UPRR), and White's Creek. The scope of work also includes the construction of mechanically stabilized earth (MSE) retaining walls, full roadway pavement removal and replacement with the addition of a third striped lane, aggregate column ground improvements, traffic signal modernizations, a multi-use path extending from Illinois Route 38 to Cherry Lane, storm sewer replacement, construction and modification of detention ponds, earthwork, pavement markings, and landscaping. The project is located in the City of Geneva and unincorporated Geneva Township, Kane County, beginning at the intersection of Kirk Road and Cherry Lane and extending northerly to the intersection of Kirk Road and Illinois Route 38, spanning 2,560 feet (0.485 miles). Electronic bids must be submitted to the iCX (Integrated Contractors Exchange) system prior to 12:00 p.m. on July 31, 2026, at which time bids will be publicly opened. The completion date is October 31, 2028, with contractors allowed 15 working days following the completion date for clean-up work and punch list items.

The contract will be awarded to the lowest responsive and responsible bidder in accordance with IDOT and KDOT rules and conditions. The project is funded through Federal-aid construction funds and requires compliance with Federal law regarding various certifications, prevailing wage requirements, Equal Employment Opportunity (EEO) provisions, and Disadvantaged Business Enterprise (DBE) participation. Utility relocations are required in two stages with estimated durations of 80 days for each stage, and contractors must coordinate with multiple utility companies including ComEd, AT&T, City of Geneva, Nicor Gas, MCI/Verizon, and Comcast. Construction operations are restricted to specified working hours (7 a.m. to 4 p.m., 9 a.m. to 3 p.m., or as directed by the Engineer) on weekdays unless night work is approved in writing by the Engineer. The contractor must coordinate with adjacent projects and simultaneously working contractors, including IDOT Project #175-61J84 (East State Street). Significant environmental and site-specific considerations include restrictions on tree removal from April 1 through September 30, protection of an existing septic system on the east side of Kirk Road, coordination of construction activities around Kane County Cougar game days, and notification of nearby homeowners and businesses of the anticipated construction start date. The project documents reference numerous supplemental specifications, recurring special provisions, and bridge-specific provisions governing materials, construction methods, quality control, and testing requirements for all pavement, structural, traffic control, and other work elements.

The above represents the best information available to the Department and is included for the convenience of the bidder. The days required for conflict resolution should be considered in the bid as this information has also been factored into the timeline identified for the project when setting the completion date. The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.

Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.

The estimated relocation duration must be part of the progress schedule submitted by the contractor.

A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.

The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.

If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor.

Additional locate requests will be at the contractor’s expense.

The Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.

Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.

CONTRACTOR WORKING HOURS (KDOT)

Revised on: 12/30/2024

Construction Operations shall be confined to the hours of either 7am to 4pm, 9am to 3pm, or as directed by the Engineer, depending on the type of roadway affected during the work week for all roads. The work week shall be defined as Monday through Friday; or as directed by the Engineer. Any work outside of the previously specified time frames shall be first approved by the Engineer, in writing. This time regulation shall apply to all work on the roadways within the contract. This time regulation shall not apply to permanent lane closures and lane shifts that are a part of staged construction operations lasting more than 1 month in duration, and/or emergency operations.

Night Work, on High Volume Roads, may be permitted upon review and approval of the Engineer. This includes all potential night work to be done, including any work done by a subcontractor. Once night work has been approved and initiated, night work shall remain a continuous operation on all roads which have been previously approved in writing. The Contractor shall not at any time cause delays in night work by stopping progress or causing delays, unless previously approved by the Engineer in writing. If delays or lack of progress occur, this will result in a deficiency of $5,000.00 per calendar day. The request for night work, from the Contractor, shall be made at the pre-construction meeting in writing. If night work is permitted, an additional meeting will be required before any night work is initiated.

All critical management and field personnel will be required to attend a night work meeting.

If night work is permitted, day work will not be allowed simultaneously; unless requested and approved by the Engineer in writing.

The exception to this special provision during the construction activities for removal and placement of the beams and other overhead work for the Union Pacific Railroad and Reed Road where 15-min full traffic stops are necessary during off-peak hours.
