This is a Notice to Bidders and specifications document from the Illinois Department of Transportation (IDOT) for Contract No. 61M06, a construction project in Will County involving the City of Joliet. The project consists of removing an existing single-span concrete deck beam bridge carrying Farrell Road over Spring Creek and replacing it with a single-span precast prestressed concrete (PPC) deck beam structure on pile bent abutments. Additional work includes approximately 400 feet of full-depth hot-mix asphalt (HMA) pavement reconstruction, earthwork, pipe culverts, guardrail installation, and incidental work. The project is located 550 feet north of U.S. Route 6 and extends north for 450 feet (0.085 miles) in Joliet Township and New Lenox Township. Electronic bids must be submitted to the iCX system by 12:00 p.m. on November 6, 2026, at which time bids will be publicly opened. The contract completion date is August 2, 2027, with contractors allowed 15 working days after that date for cleanup and punch list items. The contract will be awarded to the lowest responsive and responsible bidder; IDOT reserves the right to reject any or all proposals and to re-advertise the project.
The project includes substantial utility coordination requirements, with Nicor Gas requiring approximately 10 days for gas line relocation beginning in September 2026. Farrell Road will be closed to all traffic for the duration of construction. Special provisions address traffic control and protection, including the requirement for two changeable message signs positioned two weeks before construction begins. The project involves compliance with extensive NPDES stormwater requirements, wetland protection measures, and erosion control practices including perimeter erosion barriers, ditch checks, inlet protection, temporary seeding, and mulch. The contract includes stringent Hot-Mix Asphalt specifications requiring mixture design verification, Hamburg wheel and I-FIT testing, quality control management by certified technicians, and specific quality assurance protocols. Funding sources include federal-aid funds, requiring contractors to meet federal certifications and compliance requirements related to prevailing wages, employment practices, and Disadvantaged Business Enterprise (DBE) participation. No incumbent information is provided in the contract documents.
