Contract Summary

This is a Notice to Bidders and Specifications document issued by the Illinois Department of Transportation (IDOT) for Contract No. 61L85, a bridge replacement and roadway improvement project in McHenry County, Illinois. The project involves the full removal of an existing two-span precast concrete box beam bridge (SN 056-3128) over Nippersink Creek on Route CH 27A (Johnson Road) and its replacement with a new two-span bridge (SN 056-3104) consisting of an 8-inch concrete deck on IL 36-inch PPC IL beams. Associated work includes raising the roadway profile, removing and replacing existing pavement for a total project length of 1,275 feet (0.241 miles), constructing hot-mix asphalt pavement and shoulders, installing steel plate beam guardrails, performing tree removal and protection, implementing erosion control measures, and applying pavement markings. Electronic bids must be submitted to the iCX system no later than 12:00 p.m. on September 18, 2026, at which time bids will be publicly opened. The contract requires completion of all work and safe opening of roadways to traffic by 11:59 p.m. on October 30, 2027, with an allowance of 10 working days for cleanup and punch-list items. A bridge closure and removal restriction prohibits bridge closure and removal of the existing structure prior to March 15, 2027, and tree removal is restricted from April 1 through October 11 annually. Utility relocations by ComEd and Frontier Communications are required during a 49-day pre-stage period, with estimated durations of 28 days for electrical pole relocation, 14 days for underground cable work, and 21 days for buried copper cable relocation.

The contract will be awarded to the lowest responsive and responsible bidder in accordance with IDOT's standard specifications and special provisions effective January 1, 2026. The project is funded through state Construction Funds and is subject to applicable Federal-aid construction contract requirements and provisions. Multiple special provisions apply, including Hot-Mix Asphalt Binder and Surface Course specifications, Bridge Special Provisions, Erosion Control Blanket requirements, and provisions for traffic control, tree protection, maintenance of roadways, utility coordination, and environmental compliance. The contract documents specify requirements for an Engineer's Field Office Type A (Modified), quality control and assurance procedures for HMA mixtures, and testing protocols including Hamburg wheel testing and I-FIT testing for High ESAL mixtures. Contractor must coordinate with utilities for relocations, provide a progress schedule incorporating utility relocation timelines, and maintain traffic control according to specific standards detailed in the contract. The project site is located approximately 1.51 miles north of Thayer Road and 1.03 miles west of IL 47 in McHenry County.

STATUS OF UTILITIES (D1-LR)

Effective: January 13, 2026

Utility companies and/or municipal owners located within the construction limits of this project have provided the following information regarding their facilities and the proposed improvements.

The tables below contain a description of specific conflicts to be resolved and/or facilities which will require some action on the part of the Department’s contractor to proceed with work. Each table entry includes an identification of the action necessary and, if applicable, the estimated duration required for the resolution.

UTILITIES TO BE ADJUSTED

Conflicts noted below have been identified by following the suggested staging plan included in the contract. The company has been notified of all conflicts and will be required to obtain the necessary permits to complete their work; in some instances, resolution will be a function of the construction staging. The responsible agency must relocate, or complete new installations as noted below; this work has been deemed necessary to be complete for the Department’s contractor to then work in the stage under which the item has been listed.

UTILITIES TO BE WATCHED AND PROTECTED

The areas of concern noted below have been identified by following the suggested staging plan included for the contract. The information provided is not a comprehensive list of all remaining utilities, but those which during coordination were identified as ones which might require the Department’s contractor to take into consideration when making the determination of the means and methods that would be required to construct the proposed improvement. In some instances, the contractor will be responsible to notify the owner in advance of the work to take place so necessary staffing on the owner’s part can be secured.

No facilities requiring extra consideration.

The above represents the best information available to the Department and is included for the convenience of the bidder. The days required for conflict resolution should be considered in the bid as this information has also been factored into the timeline identified for the project when setting the completion date. The applicable portions of the Standard Specifications for Road and Bridge Construction shall apply.

Estimated duration of time provided above for the first conflicts identified will begin on the date of the executed contract regardless of the status of the utility relocations. The responsible agencies will be working toward resolving subsequent conflicts in conjunction with contractor activities in the number of days noted.

Project 50B4(000) McHenry County

Contract 61L85

The estimated relocation duration must be part of the progress schedule submitted by the contractor. A utility kickoff meeting will be scheduled between the Department, the Department’s contractor, and the utility companies when necessary.

The contractor is responsible for contacting JULIE (or DIGGER within the City of Chicago) prior to any excavation work. Please note that IDOT electrical facilities are not part of the one-call locating services, such as JULIE or DIGGER.

If the contract requires the services of an electrical contractor, it is the contractor’s responsibility, at their own expense, to locate existing IDOT and/or local agency electrical facilities before commencing work. For contracts that do not require an electrical contractor, the contractor may request one free locate of IDOT electrical facilities by contacting the Department’s Electrical Maintenance Contractor and/or the appropriate local agency electrical maintenance contractor.

Additional locate requests will be at the contractor’s expense.

For work on or near IDOT ROW on contracts without an electrical contractor, the Department’s Electrical Maintenance Contractor must be notified at least 72 hours in advance of the work by calling 773-287-7600 or emailing dispatch@meade100.com to arrange for the locating of underground electrical facilities.

Please note, the marking of underground facilities does not absolve the contractor of their responsibility to repair or replace any facilities damaged during construction at their expense.
