About this file
This is a Request for Technical Clarifications (RFQ IHS1528998) document providing government responses to vendor questions regarding a boiler repair project at a hospital facility. A mandatory site visit is scheduled for August 19, 2026, at 1:00 PM Arizona Time.
The project involves inspection, repair, testing, commissioning, and replacement of components on a Cleaver-Brooks CB700-400 boiler (400 HP, Serial No. L-99867). The government clarifies that references to a "CB700-40" model in the solicitation are typographical errors. The base contract scope includes minor refractory repairs (localized patching, sealing, and limited area replacement) to restore normal operating condition, with major refractory replacement and pressure-part repairs excluded and requiring separate contract modification. The government does not provide OEM part numbers; vendors must verify boiler and component specifications during the site visit and identify replacement parts according to manufacturer recommendations. Work is anticipated during normal facility operating hours (8:00 AM to 5:00 PM, Monday through Friday, excluding Federal holidays), with any required shutdowns coordinated in advance with the Facility Manager and Contracting Officer Representative (COR). The vendor must coordinate inspection scheduling and include all associated costs. Service Contract Labor Standards apply to this solicitation. Tribal Employment Rights Office (TERO) registration, licensing, permit, fee, and reporting requirements apply per the Statement of Work Section C.13. The government does not anticipate ASME "R" Certificate of Authorization requirements, as work is limited to non-pressure-boundary repairs; any pressure-boundary defects discovered require immediate COR notification and separate contract modification with ASME-certified vendor authorization.

RFQ IHS1528998 – Request for Technical Clarifications
SITE VISIT: August 19, 2026, at 1pm (Arizona Time)
1. Boiler Identification o The solicitation references both a Cleaver-Brooks CB700-400 (400 HP) and a Cleaver-Brooks CB-700-40 (40 HP). Based on the listed steam capacity and BTU input, these appear to reference different boiler sizes. Could you please confirm the correct boiler model and horsepower?
The correct boiler is a Cleaver-Brooks CB700-400, 400 HP, Serial No.
L-99867. The references to "CB700-40" in the solicitation are typographical errors.
2. Existing Site Conditions o The Statement of Work references Attachment J01a – Existing Site
Conditions. We were unable to locate this attachment within the solicitation package. Could this document please be provided?
Attachment J01a – Existing Site Conditions is attached for reference only. The attachment is intended to assist offerors in understanding the existing installation and shall not be construed as a representation of current field conditions. The Vendor remains responsible for verifying all existing site conditions prior to performing the work.
3. Current Boiler Condition o Are there any recent inspection reports, service reports, photographs, or known deficiency lists available that identify the current condition of the boiler?
The Government does not have any additional inspection reports, service reports, or deficiency lists available beyond the information included in the solicitation. The attached photographs represent the most current information available. Offerors are encouraged to conduct a site visit to verify existing conditions.
4. Replacement Components o Could the Government provide the required OEM part numbers (or manufacturer-approved equivalents, if acceptable) for:
Ignition electrode assembly 48-inch flame scanner cable Boiler gasket kit Fireside gasket kit Handhole assemblies Handhole gaskets Any additional replacement components expected within the base scope
All The Government has not identified OEM part numbers for the replacement components. Existing equipment is installed and available for field verification during the site visit. The Vendor shall verify the boiler model, burner model, component configuration, and OEM replacement part numbers necessary to complete the work in accordance with the manufacturer's recommendations.
5. Refractory Work o Should replacement of refractory materials be included within the base bid, or only if deterioration is identified during inspection?
The Vendor shall include inspection and minor refractory repairs necessary to restore the boiler to normal operating condition within the base bid. Minor repairs include localized patching, sealing, and replacement of limited areas of deteriorated refractory identified during inspection.
Replacement of major refractory sections or complete refractory replacement is not included in the base contract. If inspection identifies deterioration requiring major refractory replacement, Replacement of major refractory sections or complete refractory replacement is outside the base contract. If such conditions are identified, the Vendor shall notify the COR, document the condition, and submit a repair proposal for Government review and written authorization prior to performing the work.
6. Pressure Parts o If damaged tubes or additional pressure-part repairs are discovered after the boiler is opened, should those repairs be considered outside the base contract and handled through a modification or change order?
Yes, the base contract is limited to the inspection, repair, testing, commissioning, and replacement of the components specifically identified in the Statement of Work. If inspection identifies damaged tubes, tube sheets, drums, nozzles, or other pressure-retaining components requiring repair or replacement, the Vendor shall immediately notify the COR. Such repairs are considered outside the base contract and shall not be performed without written authorization from the Contracting Officer (CO) through a contract modification. The Vendor shall provide documentation of the condition, photographs, recommended corrective action, estimated cost, and schedule impacts.
7. ASME Repair Requirements o Does the Government anticipate that any portion of this repair will require an
ASME "R" Certificate of Authorization, or is the anticipated work limited to non-pressure-boundary repairs?
The Government anticipates that this project consists solely of non-pressure-boundary repairs identified in the Statement of Work.
The Government anticipates that the work under this contract will be limited to non-pressure-boundary repairs as identified in the Statement of Work. The Government does not currently anticipate repairs requiring an ASME National Board "R" Certificate of Authorization. Should inspection reveal pressure-boundary defects requiring repairs subject to the ASME Boiler and Pressure Vessel Code or National Board Inspection Code, the Vendor shall notify the COR immediately. Any such work shall be addressed separately through a contract modification, and any required ASME "R" Stamp work shall be performed only by a Vendor holding the appropriate National Board Certificate of Authorization.
8. Boiler Inspection o Will the Government coordinate and provide the required boiler inspector
(State, insurance carrier, or Authority Having Jurisdiction), or is the contractor expected to coordinate and include those costs within the quotation?
The Vendor shall coordinate inspection scheduling with the Government and support all inspection activities required for return to service. The Vendor shall include all costs associated with coordination, testing, technician support, and documentation necessary to support the inspection. Government inspection fees, if applicable, will be coordinated by the Government unless otherwise specified by amendment. The Vendor shall include all inspection fees and costs necessary to obtain return-to-service approval.
9. TERO / Tribal Requirements o Could you please confirm any Tribal Employment Rights Office (TERO) registration requirements, fees, taxes, or permitting obligations applicable to this project?
Reference A05 SOW - PH21CR02H6 Boiler M-CB 700-40 Repair 26.06.02, Section C.13. TRIBAL EMPLOYMENT RIGHTS ORDINACE (TERO) and OFFICE OF REVENUE COMMISSION of the solicitation.
