About this file
This is a Performance Work Statement (PWS) for Acute Care Nursing Services at Pine Ridge Service Unit (PRSU), an Indian Health Service (IHS) facility serving the Oglala Lakota Tribe in southwestern South Dakota. The PWS outlines requirements for a Firm-Fixed-Price, performance-based service contract to supply qualified Registered Nurses (RNs) for inpatient acute care nursing services, addressing staffing shortages in this geographically remote rural healthcare setting serving approximately 20,000 to 25,000 residents.
Contract personnel must hold current unrestricted RN licenses from any U.S. state or territory, maintain a minimum of two years recent inpatient acute care nursing experience within the last three years, and possess required certifications including Basic Life Support (BLS), Advanced Cardiovascular Life Support (ACLS), and Pediatric Advanced Life Support (PALS) from the American Heart Association or equivalent organizations. The Contractor is responsible for all personnel management functions including scheduling, attendance, replacement staffing, and performance management, with a minimum required monthly staffing fill rate of 95% for all scheduled shifts. Services must be provided across varying shift lengths (8, 10, or 12-hour shifts) covering days, evenings, nights, weekends, holidays, and emergency conditions. Key deliverables include weekly staffing coverage reports, monthly invoices, EHR documentation per encounter, credentials verification, incident reports, and corrective action plans as required. Payment is based upon successful fulfillment of required staffing coverage and satisfactory performance outcomes validated through a Quality Assurance Surveillance Plan (QASP) rather than hours worked. The Government retains the right to require removal of personnel failing performance standards or posing patient safety risks, and the contract includes provisions for continuity of operations during personnel absences, emergencies, and other operational disruptions.

1.4 Background
The mission of the Pine Ridge Service Unit (PRSU), Indian Health Service (IHS), is to raise the physical, mental, social, and spiritual health of American Indians and Alaska Natives to the highest level.
PRSU serves the Pine Ridge Reservation, a rural and geographically remote area in the southwestern corner of South Dakota, approximately 100 miles southeast of Rapid City. The Pine Ridge Reservation is home to the Oglala Lakota Tribe and serves a population of approximately 20,000 to 25,000 residents.
The population served by PRSU has experienced significant historical and intergenerational trauma, which continues to influence health outcomes and access to care. Despite these challenges, the Oglala Lakota people demonstrate enduring resilience, cultural strength, and commitment to community healing.
Due to its remote rural location, PRSU faces ongoing challenges in recruiting and retaining qualified healthcare personnel. Contractor support is required to supplement nursing services during staffing shortages, employee absences, increased patient census, and other operational demands to maintain continuity of patient care.
