About this file

The document is a proposal from TEM Environmental, Inc. to the Illinois Housing Development Authority (IHDA) for indoor air quality and targeted airborne mold sampling services at 11 East Wacker Drive in Chicago. The proposal details a comprehensive air quality investigation involving 44 total air samples - 20 samples from the 10th floor, 20 samples from the 11th floor, and 4 outside air samples - to be collected in a single site visit. The sampling will use a TSI IAQ-CALC Indoor Air Quality Monitor to measure temperature, relative humidity, carbon monoxide, carbon dioxide, particulate matter, and total volatile organic compounds. TEM Environmental will provide a final report within ten days of receiving laboratory results, with a projected completion timeline of 5 business days after sample collection.

The total project cost is $5,960.00, which includes field work by two industrial hygienists, certified industrial hygienist review and management, equipment usage, 44 mold air samples at $60 per sample, and a final report with data analysis and recommendations. The proposal includes standard terms and conditions covering project commencement, payment terms (net 30 days), potential fee adjustments, and insurance provisions. The proposal is valid for 90 days and was signed by Lawrence Grisham, Assistant ED/Chief of Staff for IHDA, on May 30, 2025, and by Steven Geneser, Vice President of TEM Environmental, Inc.

Mr. Jess Baringa

Operations Manager

Illinois Housing Development Authority via email: JBarringa@IHDA.org

Subject: Proposal for General Indoor Air Quality and Targeted Airborne

Mold Sampling at 11 East Wacker Drive, Chicago, IL 60611

Dear Mr. Baringa:

TEM Environmental, Inc. is pleased to provide our proposal for general Indoor Air Quality

(IAQ) and targeted airborne mold sampling services. We understand that you are requesting mold sampling in various areas at the referenced facility in Chicago. Illinois Housing

Development Authority (IHDA) currently occupies Floor 10 and 11 which are approximately

66,100 square feet. Specifically, you requested 20 samples be collected from 10th Floor, 20 samples collected from the 11th Floor and four outside air samples to serve as a baseline to compare to the inside air samples. A total of 44 samples will be collected. The work will be performed at agreed upon locations throughout the two floors.

All work will be performed as described in the Scope of Work in the attached proposal. TEM

Environmental, Inc. will conduct air monitoring from accessible areas inside the suites and outside the building. No physical investigation for mold is required for this survey, however, if the inspector does observe suspect mold growth, it will be noted in the report. Non-destructive investigation will not be conducted as part of our work. Testing will be conducted for general indoor air quality. Air sampling for mold spores will also be conducted using the Spore Trap

Method.

Testing for temperature, relative humidity, carbon monoxide (CO), carbon dioxide (CO2), airborne particulate 10 microns or smaller (PM-10) and total volatile organic compounds (TVOCs) will be performed using a TSI IAQ-CALC indoor Air Quality Monitor portable analyzer or similar unit.

The TSI IAQ-CALC is specially designed for use in Indoor Air Quality Surveys and measures these parameters on a continuous, real-time basis then stores the collected data in memory. Testing can be broken down into “test periods” and the average, minimum and maximum for each parameter can be displayed.

Temperature, relative humidity, CO, and CO2¸are often referred to as the “comfort” parameters and are generally used to indicate two operating aspects of a buildings heating and air conditioning system. The recommended levels for each parameter are defined as those levels at which the majority of a building's occupants would judge the conditions “acceptable”. The four indoor air quality parameters may be affected by occupancy. Respirable dust and total TVOC samples will also be collected using direct reading instrumentation.

The two air quality parameters, relative humidity and temperature, will be collected at inspection locations during the mold inspection. These measurements will help assess the environmental conditions that can contribute to mold growth and provide data for evaluating potential moisture-related issues in the inspected areas.

Mold/spore levels are used as indicators of general indoor air quality. These indicators are monitored to help determine if the outdoor air being introduced into the building is being tempered sufficiently, so as not to create a favorable environment for the sustained growth and proliferation of microbiological organisms. Identification, or speciation, when performed, is used to determine the likely origin, or source of the microbiological presence.

Air samples will be collected outside the building at or near fresh air intakes for the suite, if possible, or near the entrance to the building to represent ambient levels of mold at the time of sampling. Samples will be collected on two floors of the building.

Airborne mold spores will be collected using a sampling device referred to as a spore trap. A battery-operated sample pump will be used to pull samples of the air through the spore trap where the airborne spores were collected on a collection plate. Sample analysis will be completed by

EMLab located in Naperville, Illinois. EMLab Laboratories is accredited by the American

Industrial Hygiene Association for the analysis of spore trap devices by light microscopy.

All field work, data review and report writing will be completed under the direction of or by a

Certified Industrial Hygienist with over 30 years of experience conducting Indoor Air Quality investigations.

Additional details of our scope of work are contained in Attachment A. If you have any questions, please feel free to contact me. We appreciate the opportunity to provide a proposal on this important project.

Sincerely, TEM Environmental, Inc.

Steven Geneser
