About this file
This is an Addendum No. 1 issued by the California Department of Transportation (Caltrans), Division of Procurement and Contracts, dated April 15, 2026, for Invitation for Price Quote (IFPQ) No. 03A4131 regarding general building repair services at the West Sacramento Maintenance Station in Yolo County. The addendum updates the bidder's minimum qualifications and licensing requirements for this solicitation. The contractor must provide all labor, equipment, tools, materials, permits, and disposal fees necessary to perform general building repair services in the equipment shop, crew rooms, and administrative office building.
The addendum establishes stringent qualification requirements that bidders must maintain at the time of bid submittal, continuously thereafter, and for the duration of the agreement. Prime bidders must possess a valid Class B General Building Contractor license and Hazardous Substance Removal (HAZ) Certification from the California Contractors State Licensing Board (CSLB), along with a Lead Removal Certificate for supervisors and workers from the California Department of Public Health (CDPH), valid Hazardous Waste Transporter Registration and Hazardous Materials Transportation License, and current Hazardous Materials Registration from the U.S. Department of Transportation. Subcontractors may hold alternative licenses including C-10 Electrical, C-15 Flooring and Floor Covering, C-22 Asbestos Abatement, and C-36 Plumbing licenses. Additionally, bidders must possess current Department of Industrial Relations (DIR) registration and be certified as a small business, micro business, small business for public works purposes, or disabled veteran business enterprise registered with the California Department of General Services. Failure to provide sufficient documentation of these qualifications will result in a non-responsive bid determination.
