Request for Proposal Number:

Reference:

Date of Issue:

The following questions were raised with respect to subject IFIB/RFP. Responses are to provide clarification.

Question Response

A Enclosure 1 (Proposal Content/Checklist). Pg.

9: Are the items listed to be in any certain volume such as Bidder’s name, etc. on cover page of both volumes? Compliance Statement in the cost volume? Past Performance in the Technical

Volume?

Enclosure 1 is just a useful guide to help remind a bidder what needs to be included in your proposal. It does not matter where all your documents go. The important thing is to include those documents that are requested.

Enclosure 1 (Proposal Content/Checklist). Pg. 9

Key Personnel isn’t mentioned anywhere except on the table of contents for this. Must Key

Personnel be identified? If so, it is to be within the Technical Volume and are there requirements they should meet?

Key personnel is a list of employees that will work on the potential project. Please provide curriculum vitae (CVs) with each identified employee.

Part 1 Bidding Instructions

Content of Proposal – Page 5;

Proposal Submission – Page 6

In the section titled “Content of Proposal,” prospective bidders are asked to submit 5 copies of the table of contents, Past Performance, and

Company Price Proposal.

In the section titled “Proposal Submission,” prospective bidders are asked to submit a single package containing separately sealed Price and

Technical volumes.

These sections seem to conflict. Please confirm the submission format and the desired number of copies for mailed submissions.

Bidders need include 5 copies of the price contents, Past Performance, and

Company Price Proposal. Then the price proposal needs to be placed in a separate envelope within the envelope that it is sent. This allows us to fairly review all proposals that are technically compliant, and then base award on cost at a later time.

It is also recommended to send an electronic version of the technical proposal (DO NOT INCLUDE PRICE

PROPOSAL) in the event mail delivery is delayed beyond the solicitation close date.

Q&A 4

Please confirm that HQ SACT is soliciting 3 fully

“loaded” rates for each period that reflect the price of course development per hour for each course level?

Example:

HQ SACT is soliciting student online hour rates. The price quoted will be for one hour of delivered online student time. If the company feels that it would take 300Hrs of staff work to produce a one hour level 2 course for example, then the price requested is the total price for the complete course.

HQ SACT do not need to know the hours calculated or the contractor pay rates or grades. There are guiding examples of typical hours required to build one hour student online time available on the internet, and the company should be able to use its experience to calculate the requirement.

To calculate the total contract value, please confirm that prospective bidders shall multiply the hourly development rate by the hours identified in Section 3.a of the SOW.

Example of TCV in base period ($850):

See answer above.

Does HQ SACT desire any price proposal information in addition to what is required in

Enclosure 5? (ex. cost break down, cost narrative information) If so, please identify what additional price proposal information is desired from prospective bidders.

HQ SACT does not require any breakdown of cost.

Does the Offeror need to show its build (hours by labor category) for pricing one hour of each Level

IMI e-Learning Course Development?

No the cost per hour of each level is all that is required in the cost proposal separate envelope.
