The following questions were raised with respect to subject IFIB/RFP. Responses are to provide clarification.
Question
Response
Will you consider the 10% HUBZone Price Evaluation Preference allowed under FAR 19.1307(c)?
Unfortunately, NATO ACT contracting rules do not fall under the FAR, therefore no special considerations or discounts will be given to any particular group.
Are there any incumbents previously providing this work? If there are, could you please provide the contractor and contract numbers associated?
Yes, previous contract was awarded under IFIB-14-12 to C2 Technologies.
Is it required to be on-site to develop the courses?
Per the solicitation, under 10. Place of Performance: The contractor is expected to perform the majority of the required work at their location, however some development work maybe required at HQ SACT in Norfolk, VA, U.S.A but this could be covered by video teleconference in most cases.
Does an offeror need to possess a facility clearance to perform the work?
Yes, per the solicitation a vendor is required to retain a NATO Secret clearance.
1. On page 14 is NATO requesting three separate line items for each of Level 2, Level 3 and Level 4 with a roll up for 1800 hours for each level?
For example:
Level 2 - $2.00 per hour ($3,600 for 1800 hours)
Level 3 - $3.00 per hour ($5,400 for 1800 hours)
Level 4 - $4.00 per hour ($7,200 for 1800 hours) This is an administrative error. A modification to the solicitation titled “Amendment #1” has been issued to correct this discrepancy.
Is project management to be rolled into overhead?
Yes, project management should be included management overhead.
Is there a need for graphic designers or would they be separately priced as needed for a particular project?
Please include all required instructional designers and all graphic designers to build course.
Do just contractors conducting onsite work at your facility require NATO secret clearance or all instructional designers? If all, do they need clearance prior to submitting response?
Per the solicitation on page 20: “The contractor is expected to perform the majority of the required work at their location, however some development work maybe required at HQ SACT in Norfolk, VA, U.S.A but this could be covered by video teleconference in most cases.” Furthermore on page 22, under paragraph 15: “In the event of any meetings on NATO property, the Contractors are fully responsible for ensuring that they have all needed vehicle passes and decals, and individual access badges and documents for appropriate access to the NSA and HQ SACT facilities if and when required.”
