Upgrade PLC System at FCC Allenwood

1. Section 28 30 30

a. What is the purpose of the dual monitors on each of console workstations since they are connected to only one computer that is running one HMI client license? Will other applications be running on this PC?

ANSWER: Applications not related to the Door/Gate PLC Control

System will not be running on the workstations. The purpose for the dual monitors is to allow for additional viewing space or for access to multiple viewing windows at the same time. Note that each workstation shall have one keyboard (not two as shown on drawing ES601), one mouse, and two monitors.

b. Where will the SCADA server software be installed? Are two servers required or can they share the Data Historian server hardware utilizing virtual machine technology?

ANSWER: The SCADA server software can be installed on the Data

Historian Server machine utilizing virtual machine technology.

Depending upon the platform used, if this can not be accomplished on one physical server, then two servers shall be provided.

2. Section 28 30 20 – 2.3 Reports

a. Can you clarify the reporting requirements.

i. How many different reports ii.Filter by date/time, area, event type (Duress, door open/close,etc)?

ANSWER: In reference to section 28 30 20 – 2.5 Reports, a daily report will need to be printed that indicates a change in state of any I/O point that is being monitored. This would be a printout of the system events log which would typically include any requests to open gates/doors, times that gates/doors are requested and verified to be opened or closed, any duress or nurse call activations and acknowledgements, all alarms, clearing of alarms, etc. Yes – the operator should be able to filter this data by area, type, or time of the event and should be able to set a time when the report(s) shall run/print.

Detailed format of the report shall be coordinated between the

Owner and the Integrator during the software development phase of the system.

3. “Distribution level (backbone) connections shall be 1000BASE-

FX Multi-mode Fiber Ethernet.” Please clarify Multimode fiber versus Single Mode as stated during the on-site meeting.

ANSWER: All Backbone (Single Mode) Fiber runs will be installed by the Owner and terminated at a Fiber Patch Panel within 10’ of

PLC cabinets or other network equipment. Any contractor fiber optic cable installations will be Multi-mode type fiber cables.

Refer to drawing ES601.

4. “Switches shall be Cisco Catalyst 4500x series 1Gbps switches or Equal with dual power supplies and shall have a minimum of 40

Gigabit Ethernet ports.” The Cisco 4500X series comes in 16 or

32 ports. The drawing shows a 48 Port Fiber optic switch? The network drawing requires about 15 SPF ports + copper ports.

ANSWER: 40 ports will be sufficient. The Cisco 4500x 32-port model offers an option for an 8-port 10Gb SFP+ pluggable module.

5. Can we get the IO lists (for the bid and for the Job) in excel format?

ANSWER: I/O lists will be provided in Excel format to the success bidder after award.

6. Is there a sample of the current Security system code that can be provided to us? It is our understanding that we must convert the existing logic and it would be helpful to see a sample of it.

ANSWER: No. A sample will not be provided during the bidding phase. The integrator shall have or be able to acquire the required software to be able to open the logic files for the existing GE GEM80 processors. Reverse engineering of the existing logic shall be part of the Integrator’s Scope of Work.

7. We see there is much IO listed as “NEW”. Is there a scope defining the PLC function of that “NEW” IO?

ANSWER: The majority of the NEW I/O points are for newly installed security devices such as motion detectors as shown on the contract drawings. Other inputs may monitor other system devices such as UPS or 24VDC supplies. When these inputs are activated, they would trigger an alarm that would be displayed on the HMI and logged in the data historian server. The

Door/Gate Camera Interface outputs will be wired to relays within the PLC panel (as noted on the I/O list). Those outputs would be triggered when a gate is opened or requested to be opened. The Owner will use these outputs for future interface to their Video Management System. The Integrator will need to provide interface relays for all outputs within the PLC cabinets. There are other I/O points that exist in other control consoles (duress and nurse call stations) that will need to be transferred to PLC cabinets as indicated on the drawings and I/O lists.

8. Is there a count of screens that will need to be duplicated?

Can screen shots of the current screens be provided

ANSWER: There is one major existing screen that displays the current status of all security gates/doors in a plan view with each having associated pop-ups for control of each gate/door

(see second reference photo in Appendix B). The integrator will need to develop the additional required nurse call and inmate duress screens which will be replicated in each of their respective area’s graphic control screen. Below is a photo of a typical duress screen (original faceplate) that will need to be converted to a graphic screen for each housing unit (10 total) as noted on the drawings. There are an additional 2 nurse call units that will need to represent the status of duress station devices in these areas as noted on the drawings and in the specifications. In addition there will be an alarm history page/screen. A total screen count will be dependent upon preliminary coordination meetings with the Owner and Engineer in order to satisfy the needs of the institution relative to this scope of this project. Refer also to the general description in spec section 28 30 30.

9. When converting screens will all IO be shown on a screen somewhere? In the examples pictures, we only saw overview screens. Will all the IO for each building be indicated as well?

ANSWER: The status of Motion Detectors will only need to be indicated as alarms. The status of all gate controls and duress systems will need to be shown graphically in a plan view.

10. Will the Security PLC and Fire Alarm system be cut over panel by panel (requiring more down time) or will it need to be a staged cutover (requiring more man hours). What is the acceptable window of down time for each system or parts of each system?

ANSWER: Refer to Drawing EF702 for Fire Alarm phasing of work.

A Phasing of work schedule for the Security System will need to be developed by the integrator and approved by the Owner after award. This schedule shall be developed to minimize any downtime. All existing Fire Alarm points that tie into the current PLC system will need to be transferred to the new Fire

Alarm system prior to removal of the associated existing PLC.

Some downtime for the security system is acceptable as all gates can be operated manually by keys if the PLC is not in service.

It is anticipated that the existing and new PLC HMI’s will need to operate in parallel while the PLC’s are converted one panel at a time. However, each PLC being replaced does not need to operate concurrently with its new PLC replacement.

11. The two Operator workstations will be PC based, with each

PC running a Client that is distributed from a server. Where will the Factory Talk View Server be installed and running?

Will it be located on the Historian Server?

ANSWER: Yes, see also 1b above.

12. The PCs running the distributed client will be dual monitor. Is the intent to have each monitor be its own client or would one be a client and the other be windows desktop?

ANSWER: See answer to 1a above.

13. Would it be acceptable to substitute the 4 PCs with thin clients that are served from the server? In that case, Factory

Talk View Studio would reside on the Server and be accessible from the workstation client.

ANSWER: No – each workstation will have its own PC.

14. The spec is not specific in terms of what casework is to be provided. Besides listing the standards for this, can the owner detail what pieces are to be provided. Can there be a monetary allotment to allow the owner to determine what they want at a later date?

ANSWER: Exact casework is to be selected in coordination with the Owner. The casework will be replaced in kind and is located around the perimeter of the control room (see drawing ED102).

All casework shall be replaced except as noted to remain. The drawing scale and reference photos should be sufficient to estimate the cost for casework replacement. No monetary allotment is allowed. This is a lump sum bid.

15. On Drawing ED102 Note 1 it indicated that the “owner will move non-PLC systems equipment to the new console”. This applies to Notes 2, 5, 6, 7, 8, 9, 11. What provisions need to be made for fitting of this equipment into the new console?

There will need to be some way to mount the various devices on the new furniture.

ANSWER: The console shall provide storage area below the desktop counter for miscellaneous equipment (small PC’s, equipment enclosures, etc.). The monitors shall be mounted above the console utilizing a monitor support system available for the Winsted console or equal from another vendor. See drawing ES102 for new anticipated console layout and spec section 28 30 30 for specification requirements.

16. On Drawing ED102 Note 4 and 12 it indicated that the existing PBs will need to be replaced and integrated into the new console. It is unclear as to what form this button replacement will take? Are we to replace the existing buttons with new ones of the same or different type or just move the existing buttons and mount them on the new console?

ANSWER: Provide new illuminated PB’s similar to existing on a mounting plate or enclosure which shall be mounted below the monitors in the new console.

17. Can you provide a picture of each PLC subpanel internal/external as well as comprehensive images of the space surrounding each enclosure?

ANSWER: No. The reference photos included in the specification index is a good representation of typical panels. There is sufficient working space around each PLC panel located in the control equipment room and mechanical rooms. The space around enclosures in storage rooms/closets is limited.

18. Is it possible to get an additional site visit? We want to more closely examine the space requirements of each of the

Security and Fire alarm panels so that we can properly design the cutover method. We would also like to look at conduit placement one more time as well to provide the lowest possible bid.

ANSWER: No.

19. It is possible to get an extension of the bid? We want to make sure we design our proposal as accurately as possible and an extension would help with that.

ANSWER: No.

20. Are there supplemental conditions to your Solicitation?

ANSWER: No. All information has been posted to FEDBIZZOPPS.

21. Reference drawing ES102.

a. How will the existing monitors be mounted in this configuration?

The console specified is a desk type console and the existing monitors are panel mount style monitors which will not mount in this style console.

ANSWER: Existing monitors are to be replaced (see note I. on

ED102). The monitors shall be mounted above the console utilizing a monitor support system available for the Winsted console or equal from another vendor. See drawing ES102 for new anticipated console layout and spec section 28 30 30 for specification requirements.

b. Also there are currently (6) monitors on each side, two of which will be replaced with new computers/monitors. How will the

(4) existing mount on the wings?

ANSWER: See 21.a above. It is anticipated that each side will have 4 monitors on a bottom row and 2 in the middle of an upper row.

22. The language on pg. 85 of the spec “The Security Control

System Integrator shall be one of the following System

Integrators:” does not allow for any system integrator to bid unless they are listed. DISCorp is not listed; will you accept bids with DISCorp being the system integrator?

ANSWER: See response to RFI 2.
