About this file

This document is an Amendment (0004) to a U.S. Coast Guard solicitation for a pier waterfront project located in Staten Island, NY. The amendment provides responses to 25 contractor questions and makes several key modifications to the original solicitation, including extending the bid opening date to Thursday, December 11, 2025 at 2:00 p.m. and scheduling a second site visit on Monday, November 24, 2025 from 2:30 p.m. to 3:30 p.m.

The amendment clarifies various technical details about the project, such as work hours (10-hour shifts allowed with COR approval), crane usage in the staging area, timber facing board specifications, rebar sizes for spall repairs, and repair procedures for concrete and steel elements. Notable responses include confirming that contractors are responsible for special inspections, no liquidated damages will be applied, and contractors must demonstrate small business status through SAM.gov. Electronic bids are not accepted, and questions resulting from the site visit must be submitted by November 28, 2025, by 4:00 p.m. EST.

Amendment 0004 November 20, 2025

Q7. Would the contractor be able to work 10-hour shifts?

A7. Yes, subject to advance request from and approval by the COR.

Q8. Referencing the recoating work for the steel South and North Breakwaters, please confirm that the existing upper steel W-section horizontal framing wales between the piles are not to be cleaned and recoated as part of the Contract Work.

A8. All portions of the Steel Frame Assemblies from MHW (EL. 4.7’ above MLLW) and above shall be cleaned and recoated in accordance with the specifications. This includes the upper horizontal members. See Specification, Section 09 97 13, Paragraph 3.1 and Drawings for further information.

Q9. Would the contractor be able to temporarily stage a large crane in the staging area on the asphalt driveway in order to offload the new concrete floating docks and place them in the water?

A9. The use of a crane in the staging area is acceptable. However, no crane/crane mat surcharge loading shall be allowed within 10 feet of the seawall cap/sidewalk. The contractor is responsible for addressing any damage to the existing pavement or underground utilities to the satisfaction of the Contracting Officer.

Q10. Would the contractor be allowed to extract and reinstall the existing steel guide piles in order to install the new replacement floating docks?

A10. No.

Q11. Would the USCG pay for stored materials offsite, considering the work will be performed in three phases and the onsite staging area is small.

A11. The Contractor’s Staging Area shown on DWG V-101 may be extended an additional 40’± towards the south along the asphalt drive up to the existing pyrotechnic lockers (an additional 1,000 sf ±). Additional staging area along the asphalt drive may be permitted, subject to scheduling, continuous access to the pyrotechnic lockers and approval by the COR. Costs associated with offsite storage are the responsibility of the contractor.

Q12. Referencing Detail A5 on Drawing S-506, please specify the diameter of the new “F&I Stay-In-place Pile

Jacket Forms”.

A12. The diameter will vary depending on the extent of the existing concrete encasement removal.

Q13. Please consider making the repairs for the concrete crack, spalls, and pile encasements unit price pay items, rather than lump sum pay items. Making these items unit price pay items is a more fair and accurate way to bid and pay for the actual repairs, as it is difficult to quantify the actual pay quantities until after the existing concrete is cleaned and prepared.

A13. This work will remain as lump sum. Refer to the repair schedules for bid quantities.

Q14. Section F of the Solicitation Documents requires that the contractor is to complete the entire work ready for use not later than 300 calendar days after the date the Contractor receives the notice to proceed. Are there liquidated damages associated with this schedule requirement?

A14. No liquidated damages.

Q15. Please confirm that the contractor is responsible for hiring and paying for the special and independent inspections as part of this project.

A15. Yes, the contractor is responsible for the specified special Inspections.

Q16. Are there any specific documentation that the contractor and their subcontractors would need to submit to show that they qualify as a Small Business for this project?

A16. Contractors should ensure that the Representations and Certifications identify the Company as a small business on SAM.gov.

Q17. We respectfully request that the USCG extend the bid date another week, until December 9, as our suppliers and subcontractors need this additional time given the Thanksgiving holiday.

A17. The bid opening date has been extended to Thursday, December 11, 2025 at 2:00p.m. As a reminder, electronic bids are not accepted.

Q18. Please clarify the Grade and minimal allowable stresses for the new vertical timber facing boards for the breakwaters, as there appears to be a discrepancy between the Grade #1 specified and the minimal allowable stresses. For 4x12 boards in the SPIB grading rules (see attached), the minimal allowable stresses correspond with a “Select Structural”, which is more expense and has a longer lead time than the lower Grade #1.

A18. Provide Grade No. 1 Southern Yellow Pine as specified. Utilize the following updated design values as the design values provided in the specification reference an outdated version of the NDS supplement.

Extreme Fiber in Bending (Fb)

Q19. What is the size of rebar for the spall repairs? Is shotcrete an acceptable repair method for the spall repairs?

A19. a. Rebar used in spall repairs shall match the size of the existing reinforcement.

b. Shotcrete is not an acceptable method of repair.

Q20. Can you provide the as-built weights of the existing floats?

A20. The U.S. Coast Guard does not have this information.

Q21. Is there availability to bring subs onsite to perform an additional site visit?

A21. Yes, subcontractors are encouraged to attend.

Q22. During the trial pile encasement removal, if the underlying steel H-Beam is found to be in a deteriorated condition what does the client propose for changes to the repair procedure.

A22. This will be addressed as an unforeseen condition. A repair procedure will be determined and proposal requested from the contractor for resolution.

Q23. Please confirm the final total encasement diameter of both the Partial and full encasement repairs depicted on

S-506 (A5 Pile encasement repair section) as it is not to scale.

A23.The diameter will vary depending on the extent of the existing concrete encasement removal.

Q24. Would it be possible to schedule an additional on-site visit to see the project?

A24. Yes. A second Pre-proposal conference and Site Visit is scheduled for Monday, November 24, 2025 at

2:30p.m to 3:30p.m. The Site Visit address is:

10 Search Lane Staten Island, NY 10305 (Pallazzo Hall) – largest building on the hill with a set of stairs

Please see the guard at the gate and inform him you are there for the Site Visit Pier Waterfront Project.

Q25. We would also like to request a 2-week extension of the bid date.

A25. The bid opening date has been extended to Thursday, December 11, 2025 at 2:00p.m. As a reminder, electronic bids are not accepted.

PLEASE NOTE THAT QUESTIONS RESULTING FROM THIS SITE VISIT MUST BE SUBMITTED BY FRIDAY, NOVEMBER 28, 2025 NOT LATER THAN 4:00PM EST. QUESTIONS RECEIVED AFTER THIS DATE WILL
