No. Question Government Response

Spec section 01 00 00, page no.3 calls for Superintendent and Project Manager.

Please confirm that only superintendent is required for full time supervision and project manager is part time to attend meetings and shall be responsible for finance related tasks and scheduling only.

The Superintendent is responsible for full time on site supervision of all construction activities (see paragraphs I.1 through I.3 on page 3). The duties of Project manager are outlines in paragraph I.4.

Spec section 01 00 00, page no. 29 states PCB Transformers and Capacitors: The

Contractor shall be responsible for disposal of the Polychlorinated Biphenyl (PCB) transformers and capacitors. —Please confirm this is correct and provide quantities.

This is correct. Although there is no anticipated PCB's in the scope of the project, if any are found they are the responsibility of the contractor to properly dispose of IAW all applicable laws and regulations.

Spec section 01 00 00, page no. 41 states 1.20 TEMPORARY USE OF EXISTING

ELEVATORS (NOT APPLICABLE) A. Contractor will not be allowed the use of existing elevators without prior approval. Outside type hoist shall be used by Contractor for transporting materials and equipment. --- Please clarify if contractor will be allowed to use the freight and passenger elevators. Also confirm that outside type hoist won’t be required if elevator usage is permitted.

Bidders are instructed to disregard the words "(Not Applicable)" in paragraph 1.20 located on page 41 of specification 01 00 00. The use of elevators will be allowed, but as outlined it will require prior approval from the government. Prior approval will be granted based on the type of materials being moved, the times requested to use the elevators, and number of loads, among other items. It needs to be noted the facility does not have freight elevators, only passenger elevators. Depending on type of materials, sizes, weights etc., an outside hoist may be required. If it is required the cost will be the responsibility of the contractor.

4 Please confirm water and electricity is available at no cost to the contractor There will be no cost for any water or electricity to the contractor

Spec section 01 35 26 para 1.7 calls for the SSHO. Please confirm contractors full time working superintendent can simultaneously perform the duties of SSHO

The superintendent is allowed to be the designated SSHO if they are qualified to do so.

Spec section 01 45 00 para 3.4 has requirements of various quality control personnel. -

- Please clarify if contractor has to hire any independent personnel for quality control? also does the individual has to be full time or parttime? Please explain in the detail as this will have a big impact on our bid price because the duration of project is

1100 days

Spec section 01 45 00 only requires that the duties outlined are fulfilled, they do not make any requirements on minimum staffing for the GC.

Please advise what is the exact scope of work for Sustainable Design Requirements per section 01 81 11. Also is this contractors responsibility or VA's?

The responsibilities outlined in this specification are the contractors. Please see paragraph 1.2 for the objectives of the requirements. The main objective is to include environmental decisions in purchasing decisions.

There is a big discrepancy in scope and quantities of ACM. Drawing HA-002 ACM quantities table quantities and scope is different than listed in spec section 02 82 11, page 2 table. So, which is correct? One of the big differences is quantity of

Contaminated Soil is 6,000 SF, if this SF/area is correct then please provide the cubic yard of contaminated soil and not SF area. This will determine contractor to estimate the dumpsters quantity. Also drawing MD-112 indicates area of the work with ACM, if we scale this area is approx. 4200 SF of crawl space area

The original intent of the abatement was to remove the pipe insulation and asbestos containing insulation that has fallen from piping in the adjacent work area. This would require the demolition and new piping installation work to be done by personnel who are also qualified in abatement due to the presence of the contaminated soil. If the contractor cannot find installation people who are qualified in abatement than they will be required abate or encapsulate the contaminated soil. Contractor shall follow scope and quantities of ACM described in HA drawings.

Spec section 02 83 33.13 is for lead-based paint removal and disposal is confusing.

Please confirm only safe lead practices are to be followed and this work is not of abatement of lead paint.

Spec section 02 83 33.13, paragraph E.2, bidders are instructed to replace the word

"COR" with Contractor. All disposal of hazardous lead waste is the responsibility of the contractor. All lead abatement is to be performed in IAW all applicable state and federal laws, rules, and regulations.

HA drawings states “Bid Deduct Alternate” but this deduct alternate is not shown on the bid sheet/form/price cost schedule. Please revised the bid form accordingly

The references to Bid Deduct Alternate on Drawings HA-002 and HA-004 shall be disregarded. The actual work referenced on these pages shall be included in the base project. The VA requires this work to be performed in this project

Drawing CS-100 indicates removal of underground 10” CHS/CHR below the existing concrete vault as well. Please clarify if there is a foundation for the concrete vault and if the piping is below this foundation? Also, what is the depth of the piping which is below the concrete vault? Is there any support work required while removing the piping below this concrete vault?

The concrete vault indicated on drawing CS-100 is penetrated horizontally by the

Chilled water pipes that are to be removed and replaced. The exact depth of the pipes is not known but is estimated to be between 3 and 6 feet. The inside of the vault was included in the walk through. Contractor shall field verify existing conditions.

There is a spec section/division 13 for Seismic Restraint. Please clarify in detail and identify the scope of this work on drawings.

Specification section 13 applies to all non-structural components.

Drawing ICRA-001 ICRA general requirements note no. 8 states ICRA partitions/set-up to be done off hours. --- If contractor can perform all the construction work during regular work hours, then why can’t the ICRA partitions installed during the regular hours too?

Not all work in the scope of this project can be done during normal business hours.

For work that cannot be done during normal business hours The ICRA partitions/barriers will be erected and taken down during non business hours.

Contractor shall follow specific ICRA requirements stated for each work area provided on drawings ICRA-002 through ICRA-028.

SOLICITATION #36C77625B0036 - TECHNICAL QUESTIONS AND VA RESPONSE TRACKING SHEET - PROJECT NAME: Project 620A4-19-202 Replace Chilled Water Lines - Castle

Point VAMC

Architectural plans keyed demo note no.II states to remove and reinstall ceiling as required for demo and installation of piping. --- Not only the ceiling tiles but the entire ceiling grid system will have to removed and reinstalled and most likely this existing grid system cannot be reinstalled as it may break during removal, so please confirm that agency will pay additional amount to the contractor wherever the existing ceiling grid or tiles cannot be reused.

In the case that items are damaged within the area of construction with the intention that they will be reinstalled, including but not limited to ceiling tiles, ceiling grid, and devices located on the ceiling; the contractor shall provide and install replacement to match existing conditions at no additional cost to the station.

Spec section 09 06 00, para 2.1 states Steel Pipe Railings and Gates. --- Please identify this work on drawings

Drawing CS-101 and drawing AI-112 - the concrete stairs to be replaced have an existing steel pipe handrails. It is noted there may be other instances this spec would apply to.

Spec section 09 06 00, para 2.3 states ACT-1. --- If these are new ceiling tiles then please identify this work on drawings. Also please provide manufacturer Armstrong’s item no. without that supply houses won’t provide a quote

The scope of the project does not include any new area of Acoustic ceiling tiles. The mention of ceiling tiles in the specifications was intended as an aid for the contractor in case they had to replace tiles that were damaged by the contractor in the course of the execution of the contract. Any tiles damaged and replaced by the contractor shall be an exact replacement for the damaged tiles.

Spec section 09 91 00 is for painting. Please provide a detailed scope of the work and identify this painting work on drawings

Please refer to the Architectural drawings. It is anticipated that most painting will be for patching work. However there may also be painting required on bare metal for things such as hangars, pipe railings, etc.

During our site visit we observed that there is various existing utility piping, conduits, cameras, etc. which may come in the way of removal and installation of new piping.

Please advise if agency will pay additional amount to cover the cost of this work as contractor cannot figure out the exact scope and quantities

The contractor will be responsible for all costs required to complete all work included in the contract.

Does contractor have to remove and reinstall any sprinkler heads/piping which will be in the way of demo and new piping? Or will it be paid separately

Contractor shall remove and reinstall all existing ceiling devices and features located within area of construction which impede replacement of required chilled water piping. The cost for all necessary work required to complete the scope of this project is required to be reflected in the contractor's bid price. In case existing devices are damaged contractor shall provide and install device to match existing conditions at no additional cost to the station.

The existing various diameter piping which is to be removed is of what material? like steel, PVC, etc.? Please clarify as it seems its over 6000 LF of piping demolition and if its steel then we would like to know how much is the approximate quantity for estimating.

The existing piping is a mix of low temperature plastic and steel pipe. There is no way to estimate quantities of each type as 99% of it is covered in insulation.

Drawing no. ICRA-001, general note no.3 states Areas of work will require construction of isolation barrier prior to start of work unless otherwise noted….

Further it states ‘Barrier shall be installed in sections that can be erected and demolished within a single shift’. Please clarify if contractor has to follow this and barrier will have to be removed every day after work is complete and will have to be installed back the next day morning

The ICRA classification and therefore the barrier required will vary depending upon the work area. For instance the barrier required when working in the crawl space of a building would not be the same as the barrier required when working in the main hallway of the hospital where patients and employees are located. weather or not the barrier has to be removed at the end of the shift or not will depend on several factors, including but not limited to the area's function, type of work, duration of work, etc.

The end goal is protect patient and employee health and to minimize disruption to hospital operations.

During our site visit we were informed that contractor will be allowed to work continuously for a two (2) weeks minimum provided all the material required for the

2 weeks work is on the site. Please confirm

Please refer to drawing CG-001 general note 2. The amount of piping to be demolished/removed at any point in time is not to exceed an amount that can replaced in 2 weeks based on existing/historical crew size utilized by the contractor.

i.e. if the GC employs a crew of 6 people and it takes them 2 weeks to remove and install 200 linear feet of new piping, than the GC will not be allowed to remove more than 200 linear feet of piping at any given time. It is noted that this amount of piping will vary with the location of the piping and will be negotiated between the COR and the PM/Superintendent on a continuous basis. The intention is for the hospital to be able to get the chilled water system back in operation in a timely manner. It is anticipated that the contractor is to purchase all the major raw material and have it on site before commencing any work. This would include piping, valves, insulation, hangars, etc.

The staging area is approx. a mile away from the site areas/buildings. Please advise if everyday contractor has to bring the material for that day’s work only or contractor can store two weeks work of material close to the building so that every day’s trip is avoided from the staging area

It is not anticipated that there will be available storage space for materials in or near any of the buildings

Drawing MP-500 details 3 and 4 indicates to remove existing concrete pad and install new concrete pad for pumps. Please confirm this is correct and typical for all the pumps which are being replaced. Also drawing MP-501 shows details of the concrete equipment bases, please confirm these are the details for the new concrete pads for new pumps and provide a technical spec section for concrete which is missing

This is correct. New pumps will receive new concrete bases. Concrete bases will not be required where pumps are located in penthouses. Concrete spec section 03 00 00 is included in this Amendment 4, attachment 03 30 00. Concrete used only for pump bases can be mixed on site with commercially available bagged concrete mix and will not require use of concrete testing laboratories. Concrete used for other uses will adhere to the issued specification for concrete, including all testing services.

Contractor will be responsible for all lab and testing services. Contractor shall submit shop drawings prior to the use of concrete.

Please provide the name and contact phone no. of the current BMS vendor for all the project area buildings.

This VA does not employ a contract BMS vendor. The headend of the BMS system is a

Vykon branded Niagara 4 system. Any BMS related questions can be directed to the

COR of this project.

During the site visit we were informed that some penthouses are not easily accessible and site photos showing the access to these penthouses will be provided. Please send all the detailed photos of the penthouse and access way too

Photo's are included. See this Amendment #4 attachment labeled Chilled Water Lines

Photos – Answer to 26

Drawing AI-100 and all other demo plans has a typical demo key note I which states

Modify portion of existing wall as required for installation of piping. --- Please clarify in detail what is the exact scope of the work here. Also are these walls masonry or drywalls

Contractor shall field verify existing conditions of piping as it traverses between rooms and match existing conditions upon the installation of replacement piping. Existing conditions required to be matched after demolition and installation of replacement piping include but are not limited to fire rating and wall openings. Contractor shall field verify wall materials prior to any demolition on wall.

Please confirm if a waste dumpster will be allowed near each building as daily site cleaning is and will be required or else all the daily waste/garbage will have to be carried to the staging area

It is not anticipated that there will be room for a dumpster near each building.

Depending on the area of work it may be possible to locate a single dumpster in the courtyard near the east side of building 16.

Only some mechanical drawings state new piping is Carbon Steel. So please confirm that all the new pipe material is only carbon steel for piping in tunnels and piping inside the buildings, above ceiling, risers, etc. Only Underground piping material is shown as PVC material. Please confirm.

Replacement piping 2" and smaller is required to be copper. Replacement piping 2

1/2" and larger is required to be steel with the only exception being the direct buried piping in the Building 19 courtyard which is stated in specification 23 21 13 to be

"Thermal Pipe Systems – Pre-insulated Gasketed, Chilled Water PVC Pipe – Kool-Kore” or an approved equal.

Drawing GC-002 shows material staging area. Is there any specific type of temporary chain-link fencing required around this staging area?. Please provide the elevation drawing/sketch with details

No particular type of chain link fence is required, it just needs to secure the storage area to ensure no unauthorized access

Please provide detailed sketch of the UL 1 hr. and 2 hr. firestopping for the various sizes of the new pipe penetrations

UL 1 and 2 hr. firestopping solutions are to be chosen according to each situation.

Contractor can use a resource such as https://www.nationalgypsum.com/design-resource-center/fire-sound-assemblies to aid in choosing an appropriate UL rated assembly type. See the 6 Sample Firestopping Details included in this Amendment #4.

Drawing ICRA-004 indicates the area of the work. Does contractor have to install the barrier at the entire perimeter of the work area? Will it be typical at all the work areas? Please clarify as it will have a big impact on our bid price.

Work area indicated on the drawings is a reference to identify where work in that area will be taking place. ICRA barriers are required to be sealed and separated from adjoining spaces so that dust, debris, etc. is maintained in the direct area of work.

Please confirm a small to medium truck will be allowed to drive on the internal roads of campus to bring the required piping material from the material staging area to the jobsite area every day

Contractor will be allowed to drive trucks on the campus. The only restrictions is that a tractor trailer is not able to be driven in the vicinity of the water tower (by Building

21). The curves are to tight for passage by large vehicles.

There is a spec section for painting work. Please advise what is the scope of the painting work and if possible, identify on project drawings.

Refer to Architectural new work (AI) drawings located within the solicitation documents for the extent of areas requiring paint.

Drawing AI-110, demo keyed note no.2 is missing in the notes description. Replace demo keyed note 3 (Shown as III) with 2 (II). This corresponds to where the keyed demo note 2 is placed on the AI-110 drawing.

Spec section 07 84 00, page 1, para 1.5B states Fire stopping installer qualifications ---

A firm that has been approved by FM Global according to FM Global 4991 or been evaluated by UL and found to comply with UL’s “Qualified Firestop Contractor

Program Requirements.” ---- Please clarify if contractor has to comply these requirements and hire an independent firm/sub-contractor to do this fire stopping work or contractor can perform the work of firestopping with his own crew.

Contractor shall comply with requirements stated unless otherwise directed by the

VA. All Fire barrier work requires the contractor to fill out a fire barrier penetration permit. In order to close out the permit, the work will be inspected by the VA fire department. This work is normally done on a daily basis. i.e. penetration permit is asked for at the beginning of the shift and closed out at end of shift. Any fire barrier left open for more than 1 shift requires Interim Life Safety measures to be in place which typically include a fire watch. The cost of these fire watches would be the responsibility of the contractor.

Spec section 07 84 00, page 1, para 1.5C states Inspector Qualifications:

Contractor to engage a qualified inspector to perform inspections and final reports. –

Please clarify if contractor can hire this inspector for inspection after all the work of firestopping is completed for one entire phase. i.e. inspections can be done after completion of work for every phase.

Inspections completed by a qualified inspector can be done after completion of work for each phase. See item #36 above for fire barrier permits

Drawing MI-506 (page 116 of 141) general note no.8 states Contractor will take note of section 1.1 of spec 23 09 23. Contractor will be required to hire both a “Systems

Integrator” and “DDC” contractor. The systems integrator is required to be a direct hire of the GC.
