About this file

This is an Advertisement for Bids issued by the Colorado Department of Agriculture for the Insectary Foundation Repair project. The project involves foundation repair and releveling of two concrete slabs at the Colorado State Insectary located in Palisade, Colorado. The 600 square-foot concrete foundation slabs, constructed in 1992 on expansive loam clay soil, are experiencing differential movement with one slab sinking and rotating clockwise while the adjacent slab remains stationary, creating a two-inch trip hazard and risking structural damage including cracking, header uplift, wall movement, and permanent building damage if left unaddressed. The scope of services includes full construction contracting services to level the existing slabs, re-square the building, and provide warranty coverage through the contract period. The mandatory pre-bid conference and site tour is scheduled for Tuesday, September 29, 2026, at 2:00 PM at the Palisade Insectary facility located at 750 37 8/10 Road, Palisade, Colorado 81526. Bid submittals are due electronically via box.com no later than October 13, 2026, at 10:00 AM Mountain Daylight Time, with a virtual public bid opening scheduled for the same date at 10:30 AM via Google Meet. The anticipated contract award date is October 16, 2026, with contract approval anticipated by October 30, 2026, and construction start anticipated for November 1, 2026, with completion targeted for August 1, 2027.

The estimated project cost is $340,000, and per Colorado Revised Statutes 38-26-106, the awarded contractor must provide payment and performance bonds not less than 50 percent of the contract value, with bond costs included in the bid. Minimum qualifications for bidders include no prior termination by the State for non-performance on State Buildings contracts, business operation under the same name for at least two years, demonstrated contracting experience in at least two projects exceeding $400,000 in hard costs of similar scope and complexity, demonstrated bonding capability up to $400,000, and mandatory attendance and sign-in at the pre-bid conference. Colorado labor must perform at least 80 percent of the work as required by Colorado law, and preference is given to Colorado resident bidders and Colorado labor. A bid bond in an amount not less than 5 percent of the total bid is required. All submittals become property of the State of Colorado and will not be returned, and late submittals will not be evaluated. Notice of Final Settlement will be required and advertised due to the project value exceeding $150,000.

PROJECT OVERVIEW

The Colorado State Insectary located in Palisade, CO, is suffering from significant structural issues. Constructed in 1992 on expansive loam clay soil. One of the two 600 sq ft concrete foundation slabs are sinking and rotating clockwise, while the adjacent slab remains stationary.

This differential movement has created a two-inch trip hazard throughout the building. If not addressed, the continued slab movement will lead to:

• Cracking throughout the building's structure.

• Damage and uplift of sections of the building header, which supports the rafters, roof, and HVAC systems.

• Movement of walls and alteration of the shape of door and window openings.

• Permanent and irreversible damage to the building due to the torsional rotation of the slab.

The slab movement is creating a two-inch trip hazard throughout the building. As this slab movement continues it creates cracks though the building and if left unchecked it will damage and uplift sections of the building header which supports the rafters, roof and HVAC systems. The torsional rotation of the slab will also move walls, alter the shape of door and window openings and create permanent unreversible damage to the building.

The State of Colorado, Colorado Department of Agriculture (CDA) is soliciting bids from qualified contractors for the Insectary Foundation Repair project.

Scope of Services

This project will level the two existing slabs of concrete that serve as the Insectary’s foundation and will re-square the building.

The scope of services will include full Construction Contracting Services for the project specified during the process of construction and warranty period to the State as per the Advertisement for Bid. Specific tasks to be performed by the Contractor include those generally performed by the construction community where the Contractor is the prime vendor to the State. Bidders shall reference the drawings, specifications, and supporting documents in the Appendices for an understanding of the entire scope of the project.

Per C.R.S. §38-26-106, if a contract amounts to $150,000 or more, the awarded contractor shall provide payment and performance bonds not less than 50% of the value of the contract. The costs associated with this bond are to be included in the contractor’s bid.
