The vendor is expected to provide full-service communications, advertising, media planning, and media buying services focused on educating consumers about mental health parity laws, consumer rights, and IDOI's regulatory role in protecting those rights. The scope of work encompasses strategic campaign development, creative production, media strategy, placement across multiple channels, and performance measurement. The contract term and specific response/due dates are not detailed in this offer document, though the bidder has prepared this submission in response to IDOI's formal solicitation process. The campaign is designed to reach Illinois residents statewide and support the agency's consumer protection and public education mission.

The offer includes pricing and cost proposals structured according to IDOI's bid requirements, though specific dollar amounts and budget allocations are not summarized within the available sections of this document. The engagement represents an opportunity to support state-level regulatory and consumer protection initiatives.
