About this file
This is a Vendor Qualifications Certification attachment supporting an Invitation for Bid issued by the Illinois Department of Insurance for a Mental Health Parity Public Information and Education Campaign. The certification document establishes the qualification requirements that vendors must meet to be considered eligible bidders for this full-service communications, advertising, media planning, and media buying engagement. The vendor qualifications certification outlines mandatory experience thresholds, staffing requirements, and previous performance standards that prospective contractors must demonstrate to support a statewide outreach initiative focused on mental health parity laws, consumer rights education, and the Department of Insurance's regulatory role in protecting consumer interests.
The qualification requirements detailed in this certification establish specific benchmarks for vendor experience in public information campaigns, advertising campaign execution, media planning and buying services, and agency communications work. Vendors must provide documentation and evidence of their ability to meet these qualifications, including references from previous government or large-scale public awareness campaigns, demonstrated expertise in health-related communications, and proof of financial stability and organizational capacity to execute statewide initiatives.
