About this file

This is an Invitation for Bid (IFB) offer form submitted to the State of Illinois Department of Transportation (IDOT) for Continuous Count Sites in District One. The solicitation, identified as 26-494DOT-FINAD-B-51511, requests services related to traffic counting operations at continuous monitoring locations within IDOT District One. The document serves as the formal bid submission vehicle through which vendors communicate their proposed approach and acceptance of contract requirements. The IFB process requires bidders to complete all required documentation as outlined in solicitation section A.1, with failure to meet stated requirements resulting in automatic disqualification.

The form addresses several key bidding components including preferences available under the Illinois Procurement Code, such as Illinois Business Preference and Domestic Product Preference claims. Bidders claiming these preferences must submit appropriate documentation and clearly identify qualifying items. The document also provides a mechanism for bidders to take exceptions to standard terms and conditions through submission of a redlined version, though the State reserves the right to accept or reject any proposed exceptions. The standard terms and conditions governing the resulting contract are available through the Central Procurement Office website. By executing this form, the authorized bidder representative formally submits their bid and acknowledges compliance with all solicitation requirements, making the offer available for State acceptance.
