About this file

This is an Invitation for Bid (IFB) offer form (B50921) submitted to the State of Illinois for the Central & Southern Illinois CFI Community Charging Program, administered by the Illinois Finance Authority/Climate Bank. The solicitation requests qualified firms to bid on all labor, materials, equipment, and services necessary for the installation, operation, and maintenance of Level 2 and DC Fast Charging (DCFC) community electric vehicle charging stations at designated public sites across Central and Southern Illinois Communities. The document serves as the official offer submission form and requires bidders to complete and submit all required documentation as outlined in solicitation document section A.1, with failure to meet all requirements resulting in disqualification.

The offer form includes provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including Illinois Business Preference (requiring completion of an affidavit) and Domestic Product Preference (requiring notation in the Alternate Description field for qualifying items). Bidders may also take exceptions to standard terms and conditions by submitting a redline version of the Standard Terms and Conditions, which the State may accept or reject at its discretion. All resulting contracts will incorporate the State's standard terms and conditions, available at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. The form requires authorization and signature from an authorized representative of the bidding firm, confirming the submission of a complete bid in full compliance with the solicitation requirements.
