Bidders must submit a lump-sum price covering all preventive maintenance services broken down by monthly, quarterly, semi-annual, and annual line items, plus separate pricing for the currently inoperable air-cooled chiller to commence upon restoration. Additional pricing must be provided for authorized extra work, including hourly labor rates for HVAC technicians and apprentices (regular and overtime), diagnostic calls, refrigerant purchases, and markups for OEM and non-OEM parts and equipment rental. Prospective offerors must be State of Hawaii certified to perform air conditioning maintenance, possess an active General Excise Tax license, hold a valid C-52 Contractor License, and demonstrate minimum five years' consecutive experience in helical and scroll chiller maintenance. The firm must employ at least four full-time air conditioning maintenance personnel, including two journeymen refrigeration/air conditioning mechanics (each with five years' experience) and two additional refrigeration mechanics (with three years' experience). All mechanics must hold universal refrigeration certification and self-contained breathing apparatus training. Offerors must provide three references, proof of required insurance coverage ($1,000,000 general liability, $1,000,000 automobile, workers' compensation, and $1,000,000 professional liability), and complete qualification and wage certificates. A mandatory 0.75% transaction fee (not to exceed $5,000 for the contract term) applies to awarded amounts through HIePRO. The Judiciary reserves the right to add or delete equipment, add up to five units without price increase, and assess liquidated damages of $250 per calendar day for failure to meet performance requirements.
