About this file

This document is an Invitation for Bid (IFB) issued by the Illinois State Board of Education (ISBE) to establish multiple contracts enabling Local Education Agencies (LEAs) to purchase online course offerings on an as-needed basis. The IFB seeks proposals from qualified online course providers to deliver a variety of K-12 courses, including core academics, electives, Advanced Placement, credit recovery, transitional English and math, and dual credit courses. The courses must align to Illinois Learning Standards, Cognia/AdvancedEd Digital Learning Performance Standards, and Quality Matters Online Standards, and be taught by Illinois-licensed instructors. Contracts will have an initial term from contract execution through June 30, 2027, with no renewal options.

Pricing must be submitted using the provided Course Listing Template, and vendors are guaranteed to receive the same or better pricing as similarly situated entities. ISBE will not make any payments to the vendors, as LEAs will contract directly with and pay the vendors separately. The State will award all responsive and responsible vendors that submit a bid. There are no small business, minority, or veteran-owned business set-asides noted in the IFB.
