About this file

This Invitation for Bids (IFB) FAAA 2017000182 is issued by the Colorado Department of Public Health & Environment (CDPHE) to procure sterile syringes for distribution to approved Syringe Access Programs (SAPs) across Colorado. The solicitation seeks competitive bids from qualified vendors to supply syringes in 14 specified configurations, including various gauges (31, 30, 29, 28, 27, and 25 gauge) and sizes, with acceptable brands limited to BD, Easy Touch, and Sure Comfort. The vendor must be capable of processing orders placed directly by CDPHE and shipping products directly to individual SAP locations designated by CDPHE, with shipping addresses and contact information provided for each delivery location. The contract term is through June 30, 2017, with no renewal options mentioned in the document. No specific bid due date, bidder conference date, or award date is provided in this excerpt.

The current funding available for this statewide project is $200,000.00, which CDPHE reserves the right to increase or decrease based on fund availability. Bidders must quote per-box pricing for boxes of 100 syringes with all shipping and handling charges included and submit pricing for a three-year period; however, firm pricing is required only through June 30, 2017. Only non-profit organizations meeting specific criteria—including those governed by a board of directors, tax-exempt under Section 501(c)(3), or county and district public health agencies—are eligible to bid; for-profit organizations are explicitly excluded. The award will be made to the lowest-cost eligible bidder deemed both responsive to the solicitation terms and responsible for meeting bid requirements, and any requested price increases in subsequent years must be submitted in writing with justification at least 60 days prior to the effective date and are subject to CDPHE approval.

Invitation For BIDS

FAAA 2017000182

Colorado Department of Public Health & Environment

I. Background By the end of 2015, an estimated 13,052 Colorado residents were living with HIV. People Who Inject Drugs (PWID) and Men Who Have Sex With Men (MSM) with PWID risk factors accounted for

16.2 percent of persons living with HIV/AIDS.

There were 1,832 newly diagnosed HIV cases reported from 2011-2015. PWID and MSM/PWID represented 8.5 percent of those cases. Males accounted for 87.6 percent of newly diagnosed HIV cases with PWID risk factors reported from 2011-2015. Caucasians made up 62.7 percent of newly diagnosed HIV cases among PWID from 2011-2015, while Hispanic PWID made up 27.2 percent of HIV cases, and African American PWID comprised 8.3 percent of HIV cases. Newly diagnosed HIV cases among PWID were most common in 20-34 year olds in the past 5 years (53.9%). PWID HIV cases diagnosed during the five-year time period of 2011-2015 have largely been concentrated in urban areas. This is consistent with other risk groups, affirming that the Colorado HIV epidemic is largely centered in urban areas. Of PWID HIV cases, urban areas reported 95.4 percent, rural areas

4.1 percent, and frontier areas 0.5 percent. There is, however, some early evidence that injection drug use is increasing in the rural areas of Colorado.

The National HIV Behavioral Surveillance System (NHBS) was developed to help state and local health departments establish and maintain a surveillance system to monitor selected behaviors and prevention services among groups at highest risk for HIV infection. Findings from NHBS are used to enhance the understanding of HIV risk and testing behaviors in these groups, and to develop and evaluate HIV prevention programs that provide services to them. The most recent cycle of the NHBS survey among PWID in the Denver metropolitan occurred soon after legislation made Syringe Access Programs available.

The findings from NHBS related to PWID in Colorado are from three cycles of data collection (2006, 2009, and 2012) and include a total of 1,465 respondents over the three cycles. Major trends in the last cycle (2012) indicate reductions in risk behaviors, but remain problematic:

64.5 percent of PWID report sharing a non-sterile syringe;

35.5 percent of PWID indicate that they have shared a needle after someone else had used it;

55 percent of PWID reported use of a cooker, water, or cotton after someone else had used it; and

31.6 percent of PWID reported using drugs that had been divided with a used needle.

II. Purpose

The purpose of this Invitation For Bids (IFB) is to obtain competitive bid proposals from qualified vendors to distribute syringes to approved Syringe Access Programs across Colorado. Vendor must meet or exceed the specifications and additional requirements listed in this solicitation. The

2 of 4| funding for Comprehensive Injector Health Programs will be awarded through a separate RFA and is not included in the scope of this IFB. The successful bidders for this IFB will be expected to ship syringes to CDPHE designated Contractors responsible for administering syringe access programs, as evidenced by the provision of sterile syringes to CDPHE designated agencies, at no cost to the agencies.
