About this file
This is an Invitation for Bid (IFB) Additional Offer Pages document submitted to the Hawaii State Department of Education (HIDOE) for the supply and delivery of fresh poi to school cafeterias across the islands of Hawaii, Maui, and Molokai under solicitation number IFB D27-014. The document establishes the formal offer submission requirements and operational specifications that bidders must meet to be considered for contract award. Offerors must demonstrate manufacturer-authorized distributor status, maintain a Hawaii-based wholesale or retail business with permanent office facilities, and establish warehouse operations on each specified island (or arrange third-party warehouse services). The contract requires bidders to designate a dedicated point-of-contact available during standard business hours (7:45 a.m. to 4:30 p.m. HST, Monday through Friday) to manage orders, resolve issues, and provide sales support. Delivery capabilities must accommodate all awarded cafeterias on Hawaii, Maui, and Molokai, with Molokai requiring weekly dock or airport deliveries.
Compliance documentation requirements include current State of Hawaii Department of Health food safety inspection certificates, active food establishment permits, and accredited third-party certification reviews. All refrigerated product deliveries must utilize vehicles equipped with refrigeration systems meeting Title II, Chapter 50 of Hawaii Administrative Rules to maintain proper product temperature throughout transport. The State reserves inspection rights for all warehouse facilities and storage operations to verify compliance with Good Manufacturing Practices and USDA HACCP standards. Offerors must certify that their submitted pricing was independently determined without collusion and that the offer complies with Chapter 84, Hawaii Revised Statutes regarding prohibited state contracts.
