About this file
This is an Invitation for Bid (IFB) issued by the California State Summer School for the Arts (CSSSA) for translation services, soliciting bids from contractors to provide translation of CSSSA program materials. The contract is tentatively scheduled to commence on July 1, 2026, and end on June 30, 2029, with a three-year term. The CSSSA requires translation services for advertising, handouts, surveys, and other materials into nine specific languages: Spanish (Latin America), Chinese Simplified, Chinese Traditional, Tagalog, Vietnamese, Korean, Armenian, Farsi, and Arabic. The bid documents must be submitted electronically by October 9, 2025, at 1:30 p.m. PT, with a virtual opening of sealed cost bids on the same day, and a proposed award date of October 22, 2025.
The IFB includes detailed requirements for bidders, such as providing two references demonstrating experience in similar translation services within the past five years, completing various attachments including a cost sheet, and meeting specific certification requirements. There are preference programs for small businesses, microbusinesses, and disabled veteran business enterprises (DVBE), with potential incentives for certified businesses. The contract will be awarded to the responsive bidder with the lowest cost bid, and invoicing will be done monthly in arrears upon completion of scheduled services. Bidders must comply with various state regulations, including Executive Order N-6-22 regarding Russia sanctions and provisions for DVBE subcontracting commitments.

B. AVAILABILITY
The selected contractor must be able to meet the requirements of this IFB and be ready to begin work within ten (10) business days of the contract award date specified in Section III.A, Key Action Dates, unless otherwise coordinated by the CSSSA
Contract Manager. If personnel offered by the selected contractor leave the contractor’s firm or are otherwise unable to participate in this contract, they must be replaced with comparably qualified personnel who meet the minimum qualifications as stated within this IFB. All replacement personnel, facilities, materials, supplies, equipment, and/or services offered are subject to approval by the CSSSA.
C. PERIOD OF PERFORMANCE
The contract is tentatively scheduled to commence on July 01, 2026, and end June 30, 2029. Any changes to period of performance must be made as a written Amendment to the Agreement by the California State Summer School for the Arts
(CSSSA).
The Contractor shall not be authorized to deliver or commence performance of services as described in this Scope of Work
(SOW) until written approval has been obtained from all entities. No delivery or performance of service may commence prior to the execution of the Agreement.
D. EXECUTIVE ORDER N-6-22 – RUSSIA SANCTIONS:
On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22 (the EO) regarding Economic Sanctions against
Russia and Russian entities and individuals. “Economic Sanctions” refers to sanctions imposed by the U.S. government in response to Russia’s actions in Ukraine, as well as any sanctions imposed under state law. By submitting a bid or proposal, Contractor represents that it is not a target of Economic Sanctions. Should the State determine Contractor is a target of
Economic Sanctions or is conducting prohibited transactions with sanctioned individuals or entities, that shall be grounds for rejection of the Contractor’s bid/proposal any time prior to contract execution, or, if determined after contract execution, shall be grounds for termination by the State.
E. GENAI DISCLOSURE NOTIFICATION CLAUSE:
The State of California seeks to realize the potential benefits of GenAI, through the development and deployment of GenAI tools, while balancing the risks of these new technologies. Bidder / Offeror must notify the State in writing if it: (1) intends to provide
GenAI as a deliverable to the State; or (2), intends to utilize GenAI, including GenAI from third parties, to complete all or a portion of any deliverable that materially impacts: (i) functionality of a State system, (ii) risk to the State, or (iii) Contract performance. For avoidance of doubt, the term “materially impacts” shall have the meaning set forth in State Administrative Manual (SAM) § 4986.2
Definitions for GenAI. Failure to report GenAI to the State may result in disqualification. The State reserves the right to seek any and all relief to which it may be entitled to as a result of such nondisclosure. Upon notification by a Bidder / Offeror of GenAI as required, the State reserves the right to incorporate GenAI Special Provisions into the final contract or reject bids/offers that present an unacceptable level of risk to the State. Government Code 11549.64 defines “Generative Artificial Intelligence (GenAI)” as an artificial intelligence system that can generate derived synthetic content, including text, images, video, and audio that emulates the structure and characteristics of the system’s training data.
