About this file

This is Solicitation Addendum No. 1 issued by Austin Financial Services–Central Procurement for the City of Austin's Invitation for Bid (IFB 9000 ACA1011) for rental, delivery, maintenance, and service of portable medical refrigerators for the Austin Forensic Science Evidence Unit. The solicitation seeks portable refrigerator containers capable of maintaining controlled temperatures for proper storage of DNA-related evidence, with equipment to be rented on a monthly basis at locations in and around Austin. Questions must be submitted by July 21, 2026 at 2:00 p.m. CT, with bids due July 28, 2026 at 2:00 p.m. CT and opening at 3:00 p.m. CT. No pre-offer conference or mandatory site visit is required. The addendum addresses electrical service availability at the delivery location, clarifying that a 3-Phase 480-volt source is provided and that the existing refrigerators operate on a permanent diesel generator with the same voltage capacity; diesel-powered refrigeration units would only be necessary in the event of catastrophic equipment failure requiring emergency response.

Pricing must be firm fixed for the first six calendar months following contract award, with all delivery charges included in quoted prices delivered FOB destination. Annual price adjustments may be requested thereafter based on the Producer Price Index for Precast Concrete Products, not to exceed the percentage change in the index since solicitation close. A 5% Local Business preference applies to bids up to $500,000 and a 3% preference applies to bids between $500,000 and $50 million; Small Business preferences are also available at the same discount rates. Payment will be made within 30 calendar days of invoice receipt. Contract awards will be made to the responsible offeror submitting the lowest responsive bid or best-value bid, with execution following authorization by Austin City Council for awards above the City Manager's authority. Offerors must acknowledge receipt of this addendum by returning one signed copy with their response prior to the solicitation closing date; failure to do so may constitute grounds for rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: IFB 9000 ACA1011 Addendum No: 1 Date: July 22, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Questions:

Q1 Question: Can you please advise whether a 3- Phase 460v or 3-Phase 230v electrical service is available or whether a diesel generator power will be required at the delivery location?

Q1 Answer: The provided source is a 3-Phase 480 volt unit. Currently the refrigerators are on a permanent diesel generator that is a 3-Phase 480 volt unit. Diesel powered refrigeration units would only be necessary in the event of a catastrophic failure of the units, requiring an alternative emergency response for the refrigeration.
