About this file
This is a Technical Documentation file for Invitation for Bid (IFB) 6100 CLMC1165 issued by the City of Lubbock, Texas for Insulation and Heat Trace Services. The project requires inspection, repair, and installation of heat tracing for a fully operational freeze protection system, with removal and replacement of insulation as needed. The scope encompasses work on an operational facility requiring specialized HVAC and insulation expertise. Specific response deadlines, site visit schedules, and bidders' conference details are outlined in the technical documentation to ensure qualified contractors understand project requirements and facility conditions prior to submission.
The technical specifications establish detailed performance standards, material requirements, and installation methodologies that bidders must meet to be considered responsive. Pricing shall be submitted according to the bid schedule format specified in the IFB documents. The City of Lubbock will evaluate bids based on compliance with technical specifications, contractor qualifications, and pricing competitiveness. Award will be made to the lowest responsive and responsible bidder meeting all technical and contractual requirements. The contract term and any renewal options, along with funding sources and budget allocations, are determined by the City of Lubbock's procurement authority and project funding availability.
