About this file
This is an Invitation for Bid (IFB) Addendum from the California Department of Transportation's Division of Equipment, with a bid due date of February 25, 2016 and bid opening at 2:15 PM. The addendum addresses questions and answers regarding technical specifications for what appears to be a sealant melter/applicator equipment procurement. The document contains detailed questions and responses about equipment specifications including hour meters, sealant pumps, tires, electrical connections, welding requirements, engines, temperature gauges, melting rates, tank openings, and hose specifications.
The addendum makes several technical clarifications and modifications to the original specifications, including: accepting an external pump configuration instead of a submerged pump, requiring LT or commercial tires rather than ST tires, allowing a reduced melting rate of 100 gallons per hour instead of the originally specified 170 gallons per hour, accepting a 480°F rated hose sleeve instead of 500°F, and clarifying tank filling requirements for testing (minimum half full with additional material at supplier discretion). No pricing terms, set-asides, or funding information is included in this addendum document.

ADDENDUM # 1 QUESTION AND ANSWERS
Question1. Hour Meter. Cimline uses a digital hour meter provided by LOFA in Conjunction with the ignition panel and auto shutdown package. Is this acceptable. LOFA Micro Panel MC-704H
Answer: Yes
Question 2. Sealant Pump shall be submerged in the material. Cimline places the material pump outside the tank in a heated cabinet that automatically controlled by heat from the diesel burner. The pump is located outside the sealant tank with a tank valve to allow service to the machine without draining sealant from the tank or operating on a 350-degree or higher pump. This is both a safety and maintenance benefit.
Answer – That is acceptable, external pump is preferred - specification should have been modified to external pump when diesel burner was specified.
Question 3. Tires. Tires supplied by Cimline are ST235/80R16. They meet the total GVWR of the trailer assembly with options. Are these acceptable?
Answer: No ST tires are not acceptable, LT tires are required.
Question 4. Seven-wire SAE standard Plug. The bid references a Cole Hersee No. 12311 with cable guard or equivalent. Cimline uses a Dell City 73725 with Spring Guard. Does this meet your specification as equivalent.
Answer: Yes, the Del City plug is acceptable.
Question 5. Welding. There is no grinding on any of our structural welds for the trailer or tank assembly, however there is grinding or smoothing on cosmetic welds in areas of loading doors or tank top surface for operator safety and convenience. Is this acceptable?
Answer: Cosmetic grinding on non-structural welds is acceptable.
Question 6. Engine. The engine for the Cimline Melter is an Isuzu model 3CE1 this engine is Tier 4I Compliant. Is this engine acceptable?:
Answer: A Tier 4i is acceptable as long as the HP rating is 49.9 or less.
Question 7. Page 2 of 12, TECHNICAL SPECIFICATIONS: STANDARD EQUIPMENT:
Item 1e refers to the internal sealant line. The SS125DC does not have an internal sealant line so there is no temperature gauge. Sealant running through the hose is monitored through a temperature gauge wired through the hose. The gauge for the tank temperature sits in a stem well which is standard for the industry. The stem well is not removable; however the RTD sensor is removable. Crafco requests the Specification be widened to allow for the following changes:
a. The temperature to be taken from the hose since there is no internal sealant line which has been a Crafco standard for several years.
b. Clarify that the oil-filled sleeve is welded into place and only the RTD sensor that sits in the oil-filled sleeve is removable for service.
c. Clarify that when digital readouts are used there would be no temperature gauge heads and everything will be read digitally at the control panel.
Answer: Having the RTD sensor removable is acceptable, the oil filled sleeve does not need to be removable. – all gauges in the control panel is not preferred, at least one remote temperature indicator is desirable.
Question 8: Page 2 of 12, TECHNICAL SPECIFICATIONS: STANDARD EQUIPMENT:
Item 1g states the sealant tank should be capable of 170 gallons per hour, while item 2a requires a melting rate minimum of 120 gallons per hour. Crafco’s SS125DC offers a melting rate of 100 gallons per hour. This translates into 1.66 gallons per minute applied, which is well over the average application rate. Crafco has maintained this standard melt rate for this size machine for many years and requests this Specification be lowered to 100 gallons per hour.
Answer: Oversight on specification when the size of the unit was reduced – 100 gallons per hour is acceptable.
Question 9: Page 2 of 12, TECHNICAL SPECIFICATIONS: STANDARD EQUIPMENT:
Item 1h refers to the tank lid opening. The SS125DC offers a standard hatch with an opening of 252 square inches, 18” x 14”. This is adequate size to receive all types of sealant on the market. Crafco has used this standard for many years to help decrease the loss of heat from the tank when the lid is open. Crafco requests this Spec be changed to meet this minimum requirement.
Answer: Factory Standard opening is acceptable, specified opening has been superseded.
Question 10: Page 5 of 12, TECHNICAL SPECIFICATIONS: STANDARD EQUIPMENT:
Item 9a, the standard SS125DC hose sleeve is rated at 480°F, which is the standard hose sheathing used for many years. This rating is well above the operating temperature of the hose. This hose also has an abrasion rating to keep the hose from being damaged if dragged on the ground. Crafco asks that this spec be changed to meet the 480°F specification.
Answer: 480 degree sleeve is acceptable in lieu of the specified 500 degree sleeve.
7. Page 6 of 12, TECHNICAL SPECIFICATIONS: STANDARD EQUIPMENT:
Item 17b, the SS125DC wheels are not stamped with the tire load and inflation ratings. This spec cannot be met by any known wheel manufacturer in the industry for the size of wheels used. Crafco requests this specification be removed from the bid.
Documentation from manufacturer would be acceptable.
8. Page 6 of 12, TECHNICAL SPECIFICATIONS: STANDARD EQUIPMENT:
Item 17d, states LT (light truck) tires are required. While Crafco can meet this Spec, the “LT” designation is not stamped on the outside of the tire. Will the State accept this with a letter from the manufacturer stating these tires are “LT” or does this designation have to be on the outside of the tire?
LT tires are always labeled as such (i.e. LT285-60-R16) – If you are proposing commercial tires (17.5 inch rims or larger) then those would be acceptable, and are not labeled as LT, as they are not LT tires – the intent of the specification is to avoid having ST tires in the fleet. However, if commercial tires are to be used, then a conflict with the previous comment arises, in that, commercial rims are stamped with load and inflation rating.
9. Page 6 of 14, ADMINISTRATIVE PROCEDURES:
Item 10, Crafco’s standard SS125DC procedures recommend the tank be left half full at the end of the day in order to be ready for startup the next morning. We recommend having 65 gallons in the tank in order to be ready for the 75 minute test as per instructions in our manual. Crafco requests the Specification be changed to meet this standard process.
Answer: During the last test, (where we specified half full) we were told that 2/3 full is a better starting point – for this contract, the test verbiage can be interpreted as half full at a minimum, additional material at the discretion of the supplier.
