About this file

The document is Addendum 1 to Invitation for Bid (IFB) 41237 issued by the St. Johns River Water Management District (SJRWMD) for Lock Tending Services Contract 2025-2028. The addendum addresses several key modifications to the original solicitation, including changes to insurance requirements and background check procedures. The bid remains due on July 2, 2025, at 2:00 p.m., with the contract covering lock tending services for three waterway navigation locks and dams located in Florida: Apopka Lock & Dam in Mount Dora, Burrell Lock & Dam in Leesburg, and Moss Bluff Lock & Dam in Ocklawaha. The initial contract term will run from October 1, 2025, through September 30, 2028, with a potential 24-month renewal term from October 1, 2028, through September 30, 2030.

The addendum specifically updates the insurance liability limit from $3,000,000 to $4,000,000 and revises background check requirements for contractor employees. The estimated budget for the initial contract term is $975,000, with marine supplemental insurance being optional but not mandatory for bidders. The document provides detailed guidelines for background checks, including prohibitions on hiring employees with certain criminal backgrounds within the past seven years. Contractors must maintain work-related documents within 150 miles of the district's headquarters and may be required to assist in skills testing at their own expense. The procurement opportunity is advertised through multiple platforms including DemandStar, Vendor Registry, MyFloridaMarketPlace, and Central Bidding, with interested parties able to obtain solicitation packages by contacting the procurement specialist.

DATE: June 23, 2025

TO: Interested Firms

FROM: Mark Morris, Procurement Specialist

SUBJECT: Addendum 1 to Invitation for Bid 41237– Lock Tending Services Contract 2025-2028

As a result of questions received from potential respondents, please be advised of the following changes to the subject Request for Proposal:

The time and date for the submittal of responses remains the same: 2:00 p.m., Wednesday, July 2,

1. Question: SFWMD’s and SJRWMD’s current lock tending liability insurance limit requirements are $3,000,000. The new limit required for this contract is $4,000,000. Why has this changed?

We have revised this solicitation’s insurance requirements; the new requirements are attached as Attachment B – Insurance Requirements (revised).

2. Question: Who is liable for accidental injury/drowning and boat damages?

Many variables contribute to this question, and we cannot know the answer to this theoretical question.

3. Question: Marine supplement insurance is required by SFWMD and appears to be necessary for this project. Would the District consider requiring it as part of the solicitation??

At this time, this supplemental insurance is not required for this contract. The Contractor may choose to purchase this insurance, but it is not a requirement for this solicitation.

4. Question: What is the applicable workers comp code??

The appropriate codes should be provided by your insurance agent/broker.
