GL.
A.6 Removal:
Monday-Friday 8:30AM – 1:00PM Local Time Anchorage/Fairbanks, excluding federally recognized holidays.
The contract resulting from the IFB may/will involve removals from multiple locations across a wide area. Prior coordination with SPOC is essential to successfully perform the requirements of the contract.

A.8 Loading:
Fuel can be measured to determine the amount being received using the stick method or via scale to determine weight.
The procedures for determining stick measurement are as follows:
Upon arrival, the Purchaser’s conveyance is verified empty, and the material is loaded onto the conveyance IAW the terms and conditions of the IFB. If the conveyance has any material already loaded upon arrival, the DLA and Purchaser representatives will measure the amount of material present using the stick measurement prior to loading any material.
Upon completion of loading, the stick measurement is used to determine the amount of gallons loaded. The appropriate table is utilized based on the size of the conveyance to determine the gallons based on the “wet” line of the measuring stick. The amount is then recorded on the DLA Form 1367 and signed by the DLA and Purchaser’s representative. If the conveyance had any material prior to loading DLA material, the initial amount will be subtracted from the final amount to determine the quantity issued. If loading/removals are conducted at multiple locations on the same day, only arrival measurement and measure after final removal will be required.
The procedures for weighing are as follows:
Weighing will be completed and documented on DLA Form 1367 under the direction and supervision of the United States Government (USG) using one of the following methods to provide weight tickets:
USG owned certified scales located on USG installation. Purchaser’s conveyance will be weighed empty upon entrance of the military installation and weighed with a full load upon exiting the military installation.
Purchaser will use the on-site Certified Government Scale(s). In the event a Certified Government Scale is unserviceable, the nearest Certified Scale shall be used at Purchaser’s expense. Purchaser will not be reimbursed for transportation costs associated with the weighing process, including the cost of transportation to and from the scale.
The Purchaser is solely responsible for costs associated with the use of a public certified scale. All weighing will be observed by both parties, recorded on a DLA Form 1367 (filled out by USG personnel) and signed by both parties prior to release.
Weight tickets will accompany the DLA Form 1367. The weights obtained and annotated will be used in the billing process.
Weight conversion is used to determine gallons at a rate of 7.5 pounds per gallon. To determine this amount: Weigh truck empty, load truck, weigh truck full, subtract empty weight from full weight, divide the result by 7.5 which equals gallons issued. For illustrative purposes, upon arrival, the purchaser’s removal vehicle initial weight is 6,000 pounds. The product purchased under this IFB is removed from the government conveyance to the Purchaser’s vehicle. The Purchaser’s vehicle is then weighed again, and its weight is now 6,500 pounds. 6,500 pounds (weight after product delivered to Purchaser’s vehicle) minus 6,000 pounds (initial weight of Purchaser’s vehicle), then the Purchaser received 500 pounds of product under this IFB. 500 pounds divided by 7.5 pounds equals 66.66 gallons the Purchaser received. The billing section of this IFB determines how the monthly bill is calculated.
Purchaser must provide all equipment needed to evacuate the used oil from the tank. This includes stinging equipment to remove from drums and totes. Drums/totes and tanks must be considered/confirmed RCRA empty after pumping.
The Purchaser is responsible to bring materials to safely pump product from tanks to tanker trucks.
Bulk liquid removals will be allowed only if the Purchaser has a spill contingency plan and performs operations in a safe manner (e.g., grounding). The Government reserves the right to stop operations if environmental or safety concerns arise.
Pickup locations are dispersed throughout Joint Base Elmendorf-Richardson (JBER), Fort Wainwright, Fort Greely, Eielson AFB, and Clear Space Force Station (SFS) at multiple sites within a 10-mile radius of each installation. Quantities vary by site.
Sites may be subject to change, and not all are guaranteed throughout the life of the contract. Purchaser will be provided a list of locations upon contract award.
The below are estimated annual amounts known at the time this IFB was published and are for bidding purposes only.

D BID EVALUATION AND CONTRACT AWARD
D.1 Bidding Process:
The Purchaser’s bid shall consist of an amount per unit of issue specified in U.S. currency. Prospective bidders should be aware of certain risk factors that could affect a bidder’s assessment of this contract and the calculations supporting the resulting bid. Under no circumstances is the Agency or the Government responsible for any assumptions, planning factors, or decisions the Purchaser made related to determining their high bid. This is a firm fixed price contract where the bid price is expressed in U.S. currency specified by the bidder, per unit of issue.
The Government expects the Purchaser to perform all the requirements under this contract at the bid price submitted by the Purchaser. At no time shall the Government pay the Purchaser to take material offered. There shall be no reimbursement to the Purchaser under this contract except for the limited circumstances related to reimbursement of actual expenses incurred for return of property directed by the Government. The Government is not responsible for any indirect, inconsequential, or completeness (through assumption of sales value, act, or omission of factors) expenses related to performance under this contract. The measure of the Government’s liability, in any case where liability of the Government to the Purchaser has been established, shall not exceed refund of such portion of the purchase price as the Government may have received.
D.2 Identification of Sales Purchaser:
Bidders should take care to ensure that their bid submission indicates whether they are submitting the bid as an authorized representative of a legal entity such as a corporation or limited liability company, or in their individual capacity or as owner of a sole proprietorship. The legal entity designated as the bidder on the SF 114 is the entity to whom the contract will be awarded upon receiving an affirmative responsibility assessment. Individuals or companies may use subsidiaries, affiliates or partners in a joint venture as subcontractors with SCO approval as per the contract terms (however such entities may also require an ERD) but may not substitute such entities as a party to the DLA sales contract. AHBs should ensure the SOI and other pre-award documentation identify any subcontractors that will be performing removals or processing materials on their behalf so that the appropriate reviews may be conducted.
D.3 How to Bid:
Bidders shall use the following documents provided with this IFB to submit a bid: the SF114 and SF114A. Bidder shall enter bid as a price per unit of issue not to exceed three (3) decimal places (example 0.010). Minimum bid is 0.010 per unit of issue. Multiply your bid price by the quantity indicated in the “Total QTY” column being advertised to calculate your extended bid amount.
The highest priced bid will be determined by each bidder’s total contract price identified in the “total amount” on the SF114. “Total Amount” block on the SF 114 will be equal to the total from all CLINs from column “Total Price Bid” on the SF 114A.
The bidder with the highest “TOTAL AMOUNT” bid will be considered the AHB and will be vetted prior to award in accordance with provisions in Section D below. The awarded company must possess all appropriate licenses for all items or have subcontractors with appropriate licenses to remove all Items. Award will not be made to a bidder who fails to demonstrate the ability to remove all of the items listed in the IFB.
For illustrative purposes, if one (1) item was advertised for sale in the IFB in pounds, CLIN 1- 500,000 GL. Bidder A bids on CLIN 1 for $0.010 per GL. “Total Priced Bid” on Example 1 shows Bidder A’s total bid price per CLIN. Example 2 shows Bidder A’s “Total Amount” equals $5,000 for all CLINs awarded.
Do not email bids or call-in bids directly to the SCO. Email bid to: dla.sales@dla.mil
EXAMPLE 1: SF 114A
EXAMPLE 2: SF 114
D.4 Pre-Payment Deposit A pre-payment of 20% of the total price bid for a one (1) year’s annual generation of property will be required. The pre-payment will be calculated as follows: Total Price Bid x 20% divided by three (3).
For illustration purposes, from the example in section D.3, if Bidder A was found to be the AHB, then the pre-payment required would be $5000. This amount was calculated by taking the “Total Price Bid” amount of $75,000 and multiplying it by 20%, which equals $15,000. The $15,000 is then divided by 3 (performance base period of three (3) years), which equals a pre-payment deposit required from the AHB of $5,000.
D.5 Where to Submit Bid:
DO NOT email bids or call-in bids directly to the SCO.
Bids shall be submitted via email only to: dla.sales@dla.mil (include IFB Number).
Maximum size of each e-mail message shall be three and one-half (3.5) megabytes. You may use multiple e-mail messages for each submission; however, you must annotate the subject lines as described above for each message, and number them in this manner: “Message 1 of 3, 2 of 3, and 3 of 3.” Offers/quotes submitted by E- mail are submitted at the bidder's risk. DLA DISPOSITION SERVICES cannot guarantee the security of the offer/quote if it is submitted via E-mail.
D.6 A Responsive Bid:
Complies with the terms and conditions of the sales offering and satisfies the requirements as to the method and timeliness of the submission. Only responsive bids will be considered for award. A responsive bid submission shall contain at a minimum:
• SF114 completed and signed.
• SF114A.
• Bid Percentage
D.7 When to Send Bid:
Bids must be in the possession of the Agency’s Public Sales Contracting Division by the offer closing date and time specified in this IFB. If the bid is not submitted on time, it shall be considered non-responsive. Late rules are outlined in FAR 52.212-1(f). Pay particular attention to the provisions that relate to the timing of e-mail submissions.
D.8 How to Modify/Cancel Bid:
Submit a new bid in the same manner as the previous bid. Separately, without disclosing bid amounts, notify the SCO of the modification. To cancel a bid, submit a zero (0) bid in the same manner as the original bid. Notify the SCO of the bid cancellation (specify date, time, and method of bid submission). Bidders are responsible for submitting bids, and any modifications, revisions, or withdrawals, to reach the Government office designated in the solicitation by the time specified in the solicitation. Modification, revision, or withdrawal of the bid received at the Government office designated in the IFB after the exact time specified for receipt of the IFB is “late” and will not be considered.
D.9 Bid Acceptance Period:
The bid must remain valid 90 calendar days from the bid opening unless otherwise modified or cancelled.
D.10 Bid Evaluation:
A responsible bidder is one that has the necessary organization, experience, financial resources, accounting process, operational controls, technical equipment and facilities, or the ability to obtain them, to perform the requirements of the sales contract, and has no disqualifying factors (i.e., is not suspended, debarred or an ineligible transferee). A responsive bidder is one that has complied with all instructions for properly submitting a bid. A responsible bidder is one that can pass the vetting process and is determined through the screening process to be an eligible transferee.
Submitting the highest bid price does not convey any special right nor does it imply that the Purchaser shall be the primary removal company or exclusively allowed to remove throughout the term of this contract. The Government reserves the right to reject any bids that are not in the best interest of the Government. The general standards in FAR Part 9 on purchaser responsibility determinations that are applicable to procurement contracts are not directly applicable to sales contracts awarded under 40 U.S. Code § 545 but may be considered by the SCO in evaluating bidder responsibility.
The Government intends to make a single award to a responsible bidder with the highest priced responsive bid, unless a determination is made to reject the bid under 41 CFR § 102-38.205.
For illustrative purposes, Bidder A submits a bid for 50% of the $2.02/gallon OPIS Group 3 Jet Fuel Prompt Average USD ₵/gal (Product Code O100JX7) market value on Dec 1, 2025. Bidder B submits a bid for 48% of the $2.02/gallon market value on Dec 1, 2025. The AHB will be Bidder A.
D.11 Ineligible Bidder:
Bidder will not be eligible for award if they are:
Excluded from federal programs by the General Services Administration as identified in the System for Award
Management at https://sam.gov/.
Subject to denial, suspension, debarment, or other sanctions pursuant to export control and related laws, regulations, or orders administered by the DOS, DOC, DHS, or USTD. The DOS, DOC, DHS, and USTD name these entities, individuals, and countries in the federal Register and at the following website: Consolidated Screening List Search Engine (https://legacy.export.gov/csl-search).
