About this file

This is a Questions and Answers document addressing logistics and removal timelines for a used oil disposal solicitation. The document clarifies that while the Invitation for Bid (IFB) establishes a standard five-day response window for the purchaser to coordinate removal scheduling, this timeframe is intended for communication and coordination purposes only, not for actual property removal. The actual removal deadline is set at two weeks from the time of request initiation. However, the Contracting Officer retains discretionary authority to extend the two-week removal window beyond the standard timeframe if events reasonably prevent removal within the specified period, particularly addressing seasonal and logistical challenges at remote locations such as Fort Greely and Clear Space Force Station in Alaska. The question presented requested a ten-day response window to accommodate weather and geographic constraints, but the Government confirmed that the existing IFB terms remain unchanged, with flexibility available only through formal Contracting Officer approval for extenuating circumstances.

Question:

A.6 Removal: Given the logistical and seasonal-weather challenges associated with pickups at some of the specified locations, notably Fort Greely and Clear Space Force Station (SFS), will the Government consider a ten (10) day response time for the purchaser to respond and provide a scheduled removal date?

SCO Answer:

At this point, the terms and conditions of the IFB are set as advertised. I will clarify though, the intent of the 5 day window is to establish communication and coordination with the Purchaser and field site, not to have property removed within 5 days. The IFB specifies a two week window for removal from the time of request, but, as specified in the IFB, the SCO can give permission to go outside that window if there are events that reasonably prevent a removal from happening within the two week window from time of initiation.
