About this file
This document is an Addendum to a Request for Proposals (IFB) issued by the University of North Carolina at Chapel Hill. The Addendum provides responses to questions received by the question submission deadline of August 24, 2024 at 1:00 PM EST. The RFP is seeking bids for eight (8) 2,500 kVA 480/277 Secondary Voltage three-phase pad-mounted transformers and three (3) switches. Approved manufacturers for the transformers are ABB/Hitachi, GE, and Cooper/Eaton, with any other submitted manufacturers requiring submittal of typical shop drawings and cut sheets. The transformers must be FM Approved. The bid opening date is September 09, 2024 at 1:00 PM Eastern Standard Time (EST).
The specification covers the electrical, mechanical, and performance requirements of power-operated, load-interrupting, solid dielectric insulated switches suitable for operation at primary voltage in subsurface vault or manhole facilities on electric distribution systems. The transformers must comply with the latest applicable standards of NEMA, ANSI, and meet NEC section 450-23 for outdoor installation of less-flammable liquid-insulated transformers. The contract opportunity involves North Carolina state and local jurisdictions including Orange County and Cleveland Town.

Question:
1. General Question – Reference Page 27 - Do you have a list of the size of the Three-Phase Pad Mount Distribution Transformers needed (e.g., 500 kVA, 750 kVA, etc.)? Answer: This bid is seeking price for eight (8) 2,500 kVA 480/277 Secondary Voltage.
1. General Question - Wanted to ask if you have a one-line drawing of this project? Also, I see the link lists the spec requirements for the switchgear and transformer but does not list transformer size, quantity and also the switchgear does not list quantity either. Please advise. Answer: Seeking bid for eight (8) transformers and bid for three (3) switches.
1. General Question - We noticed that it specifies a total quantity of eight three-phase pad-mounted transformers. However, we were unable to determine the required sizes for these transformers, for example: 500kVA, 1500kVA or even bigger. Could you please clarify if the bid is requesting specific sizes or if it includes all types of transformers listed? Answer: Refer to first answer.
1. Reference Scope of Pad Mount Transformer - Page 22 – Are any other manufacturers acceptable? Answer: ABB/Hitachi, GE, and Cooper/Eaton are listed as approved manufacturers. Any other submitted manufacturers must include typical shop drawings and cutsheets within the bid submittal.
1. Reference Features - Section F - Page 22 – The equivalent vendor for liquid insulation is Midel. Is it acceptable? Answer: It can be an equivalent vendor as long as the fluid is classified by UL and FM. Additional Note: The transformers shall be FM Approved. These transformers are expected to be listed by a third party testing agency and listed by FM.
