About this file
This is a Questions and Answers submission document related to Invitation for Bid (IFB) 2825 issued by the New York Department of Corrections and Community Supervision for five-gallon high-density polyethylene open head pails with plastic handles and lids. The pails will be used by the Washington Correctional Facility's Division of Industry (Corcraft) warehouse in Comstock, New York to store and ship liquid products manufactured at the facility. The specifications require that pails meet the requirements of Executive Order 4 when assembled for use with dilution control systems. This purchasing memorandum, dated January 16, 2026, documents questions and answers submitted during the bidding process, providing clarification on technical specifications and procurement requirements for interested vendors.
The procurement includes no minority, women-owned, or disadvantaged business enterprise contracting goals. The incumbent business on a similar contract within the past five years is Black Crd, LLC dba Wldnet, LLC, which is designated as a Service-Disabled Veteran-Owned Business. The Q&A submissions document serves as an addendum to the IFB, addressing bidder inquiries and providing official clarifications to ensure all prospective suppliers have uniform information regarding product specifications and bid requirements.
