About this file

This Addendum #1 document addresses questions and responses for IFB 27-003, issued by the Town of Dumfries, Virginia, for utility abandonment and site restoration at 3800 Graham Park Road. The project involves disconnecting and abandoning existing water and sewer service lines at the specified location, with permanent restoration of disturbed pavement and parking lot areas. The Town clarified that bidders must coordinate directly with applicable utility authorities to verify existing conditions, including water main size and depth, water tap size, and sewer depth, as as-built plans and verified utility dimensions are not available. The mandatory pre-bid conference was held on October 26, 2026, and the bid submission deadline is November 5, 2026, at 2:00 p.m., with public bid opening scheduled for November 6, 2026, at 2:00 p.m. The contract carries a one-year warranty following final acceptance, and award will be made to the lowest responsive, responsible bidder in accordance with Virginia Code and the Virginia Public Procurement Act within 60 days of opening.

Lane closures on Graham Park Road are restricted to 9:00 a.m. through 3:30 p.m., Monday through Friday, with all travel lanes safely reopened by 3:30 p.m. unless prior written Town approval is obtained for alternate arrangements; traffic control devices and flagging costs are included in the bid price. Final, permanent pavement restoration is required for all disturbed areas, matching existing pavement thickness and materials, with temporary patches maintained only until permanent restoration is completed. The water and sewer service lines may remain abandoned in place after permanent disconnection at the respective mains, subject to utility authority requirements, though pipe sections necessary for approved disconnections and the existing water meter must be removed, with remaining piping capped or sealed as required. No construction cost estimate or budget range was provided; bidders must independently develop pricing based on contract requirements and site conditions. The Town does not maintain separate planholders or bidders lists and indicated no additional plans or supporting documents are available beyond those provided in the solicitation.

IFB 27-003 (Addendum #1)

ADDENDUM NO. 1 TO ALL OFFERORS:

DATE: October 28, 2026

INVITAION FOR BID 27-003

TITLE: UTILITY ABANDONMENT & SITE RESTORATION AT 3800

GRAHAM PARK RD

DATED: OCTOBER 15, 2026

DUE DATE: NOVEMBER 5, 2023

SUBJECT: QUESTIONS & RESPONSES

In response to a question(s) received to date and is made a part of the IFB and resulting contract documents.

I. Questions and Responses

1. Are there as-built plans of the site for review?

Response: The Town of Dumfries does not have as-built plans available for review at this time.

2. Do you know the water main size and depth?

Response: The IFB does not identify the existing water main size or depth. No verified dimensions are being furnished with this response. The Contractor shall coordinate with the applicable utility authority and field-verify existing conditions before performing the abandonment work. Sections

14.3 and 14.5 require excavation to expose the connection at the main and abandonment in accordance with the utility authority’s requirements.

3. Do you know the water tap size?

Response: The existing water tap/service connection size is not identified in the IFB. The Contractor shall coordinate with the applicable utility authority to verify the connection size and approved abandonment method.

4. Do you know the depth of the sewer?

Response: The existing sewer main and service connection depths are not identified in the IFB. Section

14.4 requires the Contractor to locate and expose the service connection at the sewer main and permanently abandon the connection in accordance with the applicable utility authority’s requirements.

5. Are there any times that the street cannot have a lane closure?

Response: For bidding purposes, lane closures on Graham Park Road shall be limited to 9:00 a.m.

through 3:30 p.m., Monday through Friday, unless otherwise approved in writing by the Town. Lane closures outside this window, including overnight, weekend, and state-observed holiday closures, require prior written Town approval.

The closure window includes installation and removal of traffic-control devices. All travel lanes shall be safely reopened by 3:30 p.m. unless an alternate arrangement has been approved in writing. In accordance with Sections 5.7 and 14.7 of the IFB, the Contractor shall coordinate proposed closures with the Town and obtain approval of the traffic-control plan before implementation. The plan shall maintain emergency access and provide safe accommodation for vehicles and pedestrians. All required traffic control, flagging, and measures necessary to reopen the roadway within the authorized hours shall be included in the bid price.

6. Will the street need a final pavement repair or just a temporary patch?

Response: Final, permanent pavement restoration is required. Under Section 14.8, disturbed pavement shall be restored to a condition equal to or better than its condition before construction, matching existing pavement thickness and materials unless otherwise specified. A temporary patch alone will not satisfy final restoration requirements. Any temporary patching required during construction shall be maintained until permanent restoration is completed.

7. Does that parking lot need repaved where the sewer is going to be disconnected or will that be redone in the rebuild?

Response: The Contractor shall permanently restore parking lot pavement disturbed by this contract in accordance with Section 14.8. Restoration shall not be deferred to a future redevelopment project. This requirement applies to areas disturbed by the work; repaving the entire parking lot is not required by this scope.

8. Will the old water and sewer line be abandoned in place or will they need to be removed from the ground back to the building?

Response: For bidding purposes, the existing water and sewer service lines may remain abandoned in place after permanent disconnection at their respective mains, subject to the applicable utility authority’s requirements. Removal of the full service-line lengths back to the building is not required under this contract.

Include removal of pipe sections necessary to complete the approved disconnections and removal of the existing water meter under Section 14.6. Remaining piping shall be capped, sealed, or otherwise secured as required by the utility authority.

9. Please send us an updated planholders/bidders list so we can update our database with the most current information available

Response: The Town does not currently maintain a separate planholders or bidders list for this solicitation. Therefore, an updated list is not available for distribution.

10. Please also let us know if there are any changes to the bid date and please provide a construction cost estimate or budget range if available.

Response: The IFB identifies the bid submission deadline as November 5, 2026, at 2:00 p.m., local prevailing time, and the public bid opening as November 6, 2026, at 2:00 p.m., local prevailing time.

Any revision to either date or time will be issued by formal written addendum. Bidders are responsible for reviewing and acknowledging all addenda.

No construction cost estimate or budget range is provided in the IFB. Bidders shall independently develop their pricing based on the contract requirements, site conditions, and all issued addenda.

11. Are there any separate plans or supporting documents are available for the Utility Abandonment & Site

Restoration (IFB #27-003) solicitation?

Response: The Town does not have any additional plans, drawings, or supporting documents available for this project at this time. Bidders should prepare their bids based on the scope of work, specifications, and other information provided in the solicitation documents, including any officially issued addenda.
