This is a Special Provisions document for a Highway Safety Improvement Program (HSIP) construction project issued by the City of Tucson, Arizona Department of Transportation and Mobility for traffic signal upgrades at nine signalized intersections. The project involves installation of new signal heads, mounting assemblies, conductors, control cabinets, video detection cameras, and pre-empt beacons at locations including 29th Street and Craycroft Road, Golf Links Road and Swan Road, River Road and Hacienda Del Sol Road, and six additional intersections. The work is non-ground disturbing and consists entirely of aerial signal infrastructure improvements. A pre-bid meeting is required as part of the bid process, with contractors obligated to field verify all existing conditions shown on plans prior to beginning construction. The contract time for the construction phase is 180 calendar days. Traffic control plans must be submitted to the Engineer for review and approval two weeks prior to project start or at the Preconstruction Meeting and must conform to Part 6 of the Manual on Uniform Traffic Control Devices (MUTCD).

The project is federally funded by the Federal Highway Administration (FHWA) with the estimated contract value ranging from $1,000,000 to $5,000,000.
