Project Manual Summary

This is a Project Manual Volume 2 for the Virginia Department of Transportation (VDOT) containing specifications and technical requirements for the Dillwyn Area Headquarters Combination Building and Fuel Center, located at 147 Thomas Road, Dillwyn, VA 23936, under IFB #160956. The project involves construction of a prototype combination building approximately 4,998 square feet consisting of an administrative office area of approximately 2,416 square feet and a two-vehicle storage and maintenance bay area of approximately 2,582 square feet. The fuel facility component includes a raised concrete island with gasoline and diesel fuel dispensers, an automated fuel management system, and a 24-foot by 32-foot pre-engineered metal canopy. Underground storage tanks include a 2,000-gallon gasoline tank and a 10,000-gallon diesel tank. The project encompasses building demolition, sitework, plumbing, HVAC, and electrical work necessary for a complete and operational facility. The manual, prepared by Virginia A&E with project code 501-B4501-013 and dated April 11, 2025 (Revision 1, March 11, 2026), includes detailed architectural, structural, mechanical, plumbing, and electrical drawings and specifications organized by CSI MasterFormat divisions.

The manual establishes comprehensive technical specifications covering concrete reinforcing and cast-in-place concrete construction with compressive strength requirements ranging from 3,500 psi for footings (Class A) to 5,000 psi for exterior concrete and walls (Class D). Specifications detail masonry unit construction using concrete masonry units with minimum compressive strength of 1,900 psi for normal-weight units, reinforcement requirements with hot-dip galvanized steel, mortar Type S compliance with ASTM C270, and grout specifications with minimum 3,000 psi compressive strength. Critical requirements include building enclosure testing with maximum air leakage rates of 0.40 cubic feet per minute per square foot at 0.3 inch water gauge differential, polished concrete finishing to Level 3 with 800-grit polish and Class B aggregate exposure, exterior enclosure integrity testing, and comprehensive quality assurance involving special inspections and field testing by qualified agencies. Construction must comply with ACI 301, ACI 117, and TMS 602/ACI 530.1/ASCE 6 standards, with special attention to cold and hot weather construction procedures, curing requirements, and protection of finished surfaces throughout the construction process.
