About this file
This Addendum No. 1 document is issued by the Virginia Department of Transportation (VDOT) to modify the solicitation for IFB 160956, the Dillwyn AHQ Combo Building & Fuel Center project located at 147 Thomas Road, Dillwyn, VA. The project encompasses construction of a single-story prototype combination building of approximately 4,998 square feet, consisting of an administrative office area of roughly 2,416 square feet and a two-vehicle storage and maintenance bay of approximately 2,582 square feet, along with a fuel facility featuring raised concrete islands, gasoline and diesel fuel dispensers, an automated fuel management system, and a 24-by-32-foot pre-engineered metal canopy with associated underground storage tanks (2,000 gallons for gasoline and 10,000 gallons for diesel). The addendum revises the bid due date to 2:00 p.m. EST on September 3, 2026, and moves the bid opening date to 2:00 p.m. EST on September 4, 2026. The prebid conference was conducted on August 12, 2026, and acknowledgement of this addendum must occur prior to the bid submission deadline or be included with the electronic bid submission under penalty of bid rejection. The project includes building demolition, sitework, plumbing, HVAC, and electrical work.
The addendum addresses twelve clarifications and changes to the construction documents, including modifications to accessibility compliance standards (ADA90-Title II and ICC A117.1-2017), electrical panel specifications requiring single-phase configuration throughout the facility, clarification on electrical receptacle locations per Drawing E4, backup generator fuel specifications (requiring natural gas rather than diesel), interior sliding window specifications, epoxy paint system requirements for CMU walls, and solid surface countertop finish specifications. The document confirms that all electrical plan options shown on Drawing E5 (Options 1, 2, 3, and 5) are not applicable to this project and that contractors may schedule additional site visits by contacting Michael Brooks at the VDOT Dillwyn AHQ. The contract officer responsible for this solicitation is Kareem Rahman, and the A/E project manager is Brian E. Goldman, RA.
