The MBTA is requesting bids on five units of MBTA Standard Composite Tie 136RE Left-Hand #8 Turnouts (Powered) engineered to MBTA specifications for railroad switch applications. The original bid due date of October 26, 2026, at 2:00 PM EST/EDT has been extended to October 28, 2026, at 2:00 PM. Bidders must submit firm fixed prices inclusive of all freight, packaging, handling, taxes, and duties for F.O.B. destination delivery to 100 Foodmart Road, Boston, MA 02118. The minimum acceptance period for award consideration is 120 calendar days from the bid due date. No pre-bid conference will be held, and bids will not be publicly opened; an Initial Bid Summary Form detailing the number of bids received and each bidder's name and amount will be posted to COMMBUYS within two business days of the due date.
Bid prices must be submitted as firm fixed prices with prompt payment discounts offered at 10, 15, 20, and 30 days, with the MBTA standard prompt pay discount of 1% at 20 days and net payment at 45 days. The MBTA is exempt from Federal Excise Tax and Massachusetts State Sales Tax (Exemption Number E-042-323-989), and bidders shall not include these taxes in pricing. Award will be made to the lowest priced responsive bid from a responsible bidder, and the MBTA reserves the right to request best and final offers from selected bidders after the initial deadline. Upon conditional notice of award, contractors must provide proof of minimum insurance within three business days, including Commercial General Liability ($1 million per occurrence, $1 million annual aggregate), Automobile Liability ($1 million combined single limits), and Workers' Compensation with Employers Liability ($1 million each accident, $1 million per employee, $1 million aggregate). The contract will be open for use by all MassDOT Divisions upon execution.
