About this file
This is a Request for Information (RFI) document issued by the State of California Military Department, Office of the Adjutant General, addressing questions and answers for Invitation for Bid (IFB) No. 126364 regarding air compressor preventative maintenance at Camp Roberts in San Miguel, California. The RFI clarifies bidding procedures and scope limitations for the project. A pre-bid job walk was conducted prior to the RFI issuance, during which bidders identified repairs beyond the stated scope of work. The bid submission deadline is March 24, 2026, at 2:00 PM, with bid opening scheduled for the same day at 2:30 PM.
Key clarifications in the RFI address four primary bidder questions: DVBE (Disabled Veteran Business Enterprise) requirements remain in effect for California state contracts; repairs identified during the job walk that fall outside the bid documents' scope should not be included in the base bid and will be addressed through the change order process post-award; the 16 labor hours allocated for "Unforeseeable repairs at normal business hours" in Table 2 cannot be increased, and any additional labor requirements must be handled via change order; and Attachment 10 in the bid documents is not applicable to this project. These responses establish firm boundaries on scope and pricing, requiring contractors to bid strictly to the published specifications without modifications or additions.

IFB No. 126364 - Air Compressor Preventative Maintenance
Camp Roberts - San Miguel, CA 3/24/2026 at 2:00 PM

Please review the following questions and answers for IFB No. 126364.
1. Are the DVBE requirements still applicable/in-effect in the State of California (with the new State and Federal mandates)?
Answer: Yes the DVBE requirements are still applicable
2. During the job walk, we noticed several repairs needed outside the stated scope of work in the bid documents.
How are these repairs to be addressed? Should we bid those as part of the bid? If so, do we use Table 2 in the bid packet?
Answer: No additional repairs or time are allotted outside the stated scope of work. Any items observed during the job walk that fall beyond the bid documents should not be included in the base bid. These items will be addressed separately through the change order process once the contract is awarded.
3. Table 2 appears to not have enough "Unforeseeable repairs at normal business hours" labor hours (currently set at 16). Are we able to increase that number of labor hours to 40? Or does the contractor need to wait for change orders?
Answer: Table 2 labor hours are to remain as published. Contractors are not permitted to increase the number of “Unforeseeable repairs at normal business hours” hours beyond what is currently listed. Any additional labor required outside of those allowances will also need to be handled via change order.
4. Is attachment 10 in the bid documents list applicable to this bid/project?
Answer: Please disregard Attachment 10.
