About this file

This is an addendum to an Invitation for Bid (IFB 126-26) issued by the Massachusetts Bay Transportation Authority (MBTA) for the Widett Layover Facility project. The addendum extends the bid opening date from Wednesday, October 15th to Monday, October 19th. The underlying procurement solicits bids for furnishing and delivering 15,000 linear feet of 136RE head-hardened railroad rail that must comply with MBTA Material Specification No. 9633-A with a minimum Brinell Hardness of 285 BHN. Short rails between 30 to 38 feet in length are acceptable up to 9 percent of the total quantity. Delivery is required to 100 Widett Circle, Boston, MA 02118 by September 2, 2027. The supplier must submit complete shop drawings prior to manufacture, coordinate all freight and transport logistics, provide certifications and shipping manifests at least ten business days before delivery, and ensure proper unloading capability. Materials remain at the manufacturer's risk until MBTA acceptance, with rejected materials requiring replacement at the manufacturer's expense within one month. The rail carries a one-year warranty following installation, and award will be made to the lowest priced responsive bid from a responsible bidder.

All bid prices must be firm fixed pricing inclusive of prevailing wages, tooling, equipment, and transportation costs on an F.O.B. destination basis, with all freight, packaging, handling, taxes, and duties included. The MBTA is exempt from federal excise tax and Massachusetts state sales tax and will not pay separate customs duties. Bidders must complete the Pre-Award Bidder Evaluation Data Form to demonstrate financial stability and technical proficiency, sign acknowledgment of MBTA Standard Terms and Conditions, and provide proof of insurance within three business days of conditional award notification. Required insurance coverage includes Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limits), and Workers' Compensation Insurance with Employers Liability Insurance per Massachusetts General Laws Chapter 152. Personnel must maintain Right-of-Way/Roadway Worker Protection safety training certification. The successful bidder will have a minimum 120-calendar-day acceptance period. No pre-bid conference has been scheduled.
