| Question # | Vendor Questions | U.S. Department of Education Response |
| #1 | Since having a staff certified in WWC is a requirement of the contract, I was wondering if there are any training opportunities for WWC certification coming up? | The Department will plan for a WWC certification training in the early summer of 2015. However, the expectation is that the potential offerors will have WWC certified reviewers already on staff. |
| #2 | Can you please tell us if there are incumbents for the scope of work that is described in the SOW for the What Works Clearinghouse? | Development Services Group, Inc. (DSG) and Mathematica Policy Research (MPR) have both provided similar work for the Department in the past. |
| #3 | Is the current work being performed by contracted staff meeting expectations? If not, what are the tasks that require improvement? | This question deals with past performance of the incumbent contractor, and as as such, is not appropriate or relevant for the purposes of vendor engagement and market research efforts to confirm the final acquisition strategy. |
| #4 | What are the specific benefits you expect to see from this new contract (Cost savings, timeliness, etc.) over and beyond what is currently being done? | These requirements are being competed to provide a fair opportunity to all qualified businesses due to the large increase in volume of upcoming reviews. |
| #5 | Has the scope of work changed from previous years of site management? If so, what is net new scope? | The scope of the work being competed is for evidence reviews that are increasing in volume. |
| #6 | How many studies were reviewed in 2014? Was the number of studies reviewed satisfactory? If possible, can you provide counts of studies reviewed by quarter? | Approximately 90 studies were reviewed in 2014 across two competitions and the volume of reviews is expected to increase. Estimates will be provided in each individial task order. Prospective offerors should assume no less than 50 studies for most competitions. |
| #7 | How many studies do you anticipate will need to be reviewed in 2015? Is there a backlog of studies that need to be reviewed and if so, how many studies? | There is no backlog of studies. See the anwer to Question #6, which states that the number of studies will be estimated in each task order. Prospective offerors will assume a minimum of 150 studies in Fiscal Year 2015. |
| #8 | I contacted the help desk for IES to inquire about upcoming training for certified reviewers and their response was that planning for new training opportunities is in the works. Given the timing for the solicitation, do you know if training and certification opportunities will become available by early April? If not, is the expectation that the contractor will use certified reviewers that you have already worked with in the past (from the list of certified reviewers available online or available through your office)? | The Department requires currently certified reviewers. The Department will plan for a WWC certification training in the early summer of 2015. However, we expect vendors to have WWC certified reviewers already on staff. A list of certified individuals can also be found here for reference: http://ies.ed.gov/ncee/wwc/Reviewers.aspx |
