About this file

This is an Indian Affairs Indian Economic Enterprise Representation Form used to certify eligibility under the Buy Indian Act (25 U.S.C. 47). The form serves as a self-certification document that an offeror meets the definition of an "Indian Economic Enterprise (IEE)" as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480. The form requires offerors to provide their federally recognized tribal entity name, unique entity identifier (UEI), legal business name, the name of the 51% or greater owner of the IEE firm, and a certifying signature with printed name.

The enterprise must demonstrate compliance with IEE requirements at three critical points: at the time an offer is submitted in response to a written solicitation, at the time of contract award, and throughout the entire contract term. Contracting Officers may request additional documentation to verify eligibility at any point in the acquisition lifecycle, including pre-award evaluation. False or misleading information submitted in an offer is a violation of law under 18 U.S.C. 1001, and false claims during contract performance are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287. The form requires fields for the solicitation/sources sought/RFI number, project title, and date of form submission.
