About this file
This document is a Plans for Proposed Project (PS&E package) prepared by the U.S. Department of Transportation Federal Highway Administration for National Forest System Road 221 Rehabilitation in the Nez Perce-Clearwater National Forest, Idaho County, Idaho. The project involves pavement reclamation, surface treatments, subexcavation, and drainage improvements over a 27.55-mile section of road.
The project scope includes clearing and grubbing (2.0 acres), subexcavation and select borrow placement (4,140 cubic yards each), stabilization geotextile and reinforcement geosynthetic installation (1,920 and 12,520 square yards respectively), chip seal and micro surfacing treatments (396,000 square yards combined), full-depth reclamation with cement (107,310 square yards), asphalt concrete pavement placement (5,807 tons), and crack sealing and patching operations. Drainage improvements encompass multiple pipe culverts ranging from 24 to 96 inches in diameter (1,153 linear feet total), end sections, riprap placement (151 cubic yards), and underdrain systems. Additional work includes reinforced soil slope construction (1,200 square feet of welded wire face), fence removal and reset (90 linear feet), turf establishment (1.2 acres), and comprehensive temporary and permanent traffic control with custom signage. The project begins at mile post 6.75 and ends at mile post 34.30, with staging areas established at Twin Cabins Pit and Adams Camp Pit for material sourcing. Construction is designed for Average Daily Traffic under 100 vehicles with a maximum design speed of 30 mph and an 8% maximum grade.

For helically corrugated pipe with rerolled ends, the nominal corrugations size refers to the corrugations on rerolled pipe ends.
Use helical corrugated bands with pipes having helically corrugated ends.

The minimum band widths shown for 3" × 1" and 5" × 1" corrugated sizes apply to 2 or 0.036 inch for aluminum, or a plastic with an equivalent strength to metal.
Use a matching metal having a nominal thickness of not less than 0.040 inch for steel, Smooth sleeve-type couplers and flat bands may be used for pipe diameters of 12" or less.

When directed, camber pipe culverts upward from a chord through the inlet and outlet inverts an ordinate amount equal to 1% of the pipe length. Develop camber on a parabolic curve. If the midpoint elevation on the parabolic curve as designed exceeds the elevation of the inlet invert, reduce the amount of camber or increase the pipe culvert gradient.
H equals the diameter of all round pipe culverts or the rise dimension of all pipe arch culverts.
See Section 704 for bedding and backfill requirements.
