Questions and Answers
1. Will AutoCAD drawings be provided?
Response: AutoCAD drawings may be made available to vendor postaward
2. Some manufacturers offer multiple product solutions that may meet the need.
GSA's RFQ calls for a quantity of [4]. Can a vendor offer four different products within their product line?
Response: Yes, as long as such products fall under "work booth" category as we have stated in the RFQ. Meaning, not adding any items not listed in the solicitation, unless it's amended.
3. How many work booth individual enclosure solutions are you seeking from each manufacturer?
Response:See Statement of Work (SOW) Section 2.0.01.
GSA’s budget for this procurement, as equitable distribution of award among four awardees, suggests that a quantity of four work booth individual enclosure modules may be awarded per offeror. This quantity may be revised, within the terms of the RFQ, based on pricing received.
4. Do CLIN numbers on pricing sheet correlate to a referenced area of the floorplan?
Response: No
5. Clarify which areas of the floorplan require sound absorption?
Response: GSA is not seeking acoustic amelioration treatment of the existing space (walls, floors, ceiling). Offerer’s solutions may include these, but in terms of sound absorption please see the SOW Section 7.0.01. GSA anticipates offerers’ Workbooth Individual Enclosure modules will themselves:
“include integral soundabsorptive privacy screens or enclosure, designengineered as an assembly, for attachment to the seated work space or to freestanding components such as work surfaces” and will “provide soundabsorptive construction and finishes on at least a majority of the product’s exposed surface areas” and further specifies that “Design solutions for this Functional Area must provide materials placed to impede the path of sound generated by any user of the furniture; that is, it is more important that the seated user faces absorptive materials than it is to have acoustically absorptive materials behind, or to the side of, the user.”
6. Type of flooring for each area of the workbooth individual enclosures.
Response: Flooring at GSA’s Central Office includes modular carpet, poured terazzo, marble, and in a few locations vinyl composite tile. While flooring does impact the acoustics of a space, and thus affects acoustic performance of any offeror’s product due to placement within a space, GSA is seeking product solutions that can be used on all these flooring conditions.
7. Which areas have televisions?
Response: Workbooth Individual Enclosure modules will not be placed in front of existing wallmounted televisions, and the locations of televisions is not a technical factor in this award. (The Workbooth Individual Enclosure modules are intended for users performing headsdown, concentrative work. A television could be distractive).
8. What is height requirement to accommodate televisions?
Response: n/a
9. Is building power currently available, and in what capacity?
Response: Power is available in the building. See SOW Section 7.0.01 in reference to power. GSA seeks solutions that will “offer integrated power and data port options (e.g. for laptop outlet, and USB charger) along with standard household outlets and plugin power cord (not hardwired) with minimum 8’ cord length; or, must be designengineered to readily allow for user installation of power and data cords, without cutting or use of tools, after delivery.” GSA is seeking a solution that may be plugged into a standard duplex outlet.
10. If not available do you intend to provide power for all areas being considered for the work booth individual enclosures?
Response: Placement of the Workbooth Individual Enclosure modules within the building will be determined, working with each awardee, after contract award. GSA, seeking solutions offering a plugin power cord, does not anticipate within the current scope of work to add power outlets where none are already present.
11. Clarify the installation due date. The written SOW indicates a completed install by September 1, 2016. During the walkthrough an October completion date was discussed.
Response: Reference was made during the tour to this section of the RFQ (“Factor 3: DELIVERY”): “Describe and demonstrate how the required products will be produced and delivered within GSA’s delivery timeframe by submitting a timeline and schedule. Vendor should address how they will handle if the product production is delayed. Government reserves the right to cancel order if the product is not installed by no later than October 1, 2016.”
SOW Section 8.0 Space Plan, Phasing, Schedule specifies: “The other government entity will occupy one wing of 1800 F Street NW from approximately November of 2016 until January of 2017. Moves of GSA staff to accommodate that temporary occupancy are scheduled to begin June 20th through July 25, 2016. GSA’s requirement is for completed installation of these furniture solutions prior to September 1, 2016.”
November occupancy was reiterated during the tour in reference to delivery challenges in a relocated, smaller, loading dock and potential for increased costs.
Offerors description and demonstration of production and delivery times, including potential delays or impediments, will be considered in the technical evaluation.
12. Can close date for response to RFQ be extended to COB Friday, July 15, 2016?
This will allow for adequate time to provide a response after the questions are received.
Response: No, an extension will not be provided
13. With extension to COB July 15, can answers to the questions be provided by COB, Monday July 11, 2016?
Response: Q&A were posted on July 8
14. We plan to reach out to several dealers and ask if they would like to consider including our solution as part of their response. Is this acceptable?
Response: All potential offerors (dealers and/or manufacturers) must be registered in the System for Award Management (www.sam.gov) before submitting their quotes in response to the RFQ posted on FedBizOpps (www.fbo.gov). Vendors that hold current GSA Schedule 71 contract and are authorized to sell work booth units under such contract can submit their quotes in response to the RFQ posted on GSA eBuy site.
15. Can dealers who did not attend the site tour respond to the RFQ?
Response: Vendors that did not attend a site visit may still submit their quotes as long as they meet requirements set forth in the preceding question. Dealers must submit evidence that they are authorized to resell manufacturers' products (e.g.
manufacturer's letter of supply, executed dealer/reseller agreement) and that proposed products are manufactured in one of the Trade Agreement Act (TAA) compliant countries (Please review FAR clause 52.2255 Trade Agreements at www.acquisition.gov for a current listing of TAAcompliant countries of origin).
16. In the SOW document under 1.0 Project Description, it states “Award to up to two vendors is anticipated.” At the tour, it was mentioned that up to 4 vendors may be awarded. Can you please clarify? Also, by “vendor," do you mean manufacturer’s solutions or do you mean dealer?
Response: The Government contemplates award of up to 2 orders against 2 RFQs (one posted on FedBizOpps, another on GSA eBuy). A total of 4 orders may be awarded. A vendor is a dealer.
