1.0 INTRODUCTION

1.1 Requiring Agency

Air National Guard Air Force Reserve Command Test Center (AATC) 1600 E Super Sabre Drive, Building 10 Tucson, AZ 85706-6081

1.2 Contracting Agency

General Services Administration (GSA) Federal Acquisition Service (FAS), Pacific Rim Region Acquisition Operations Division (9QZA) 50 United Nations Plaza, 2nd Floor Suite 2430 San Francisco, CA 94102-3434 The GSA FAS Region 9 Contracting Division has primary responsibility for contract award and administration.

1.3 Requiring Agency Description

The Air National Guard Air Force Reserve Command Test Center (AATC) is a unit of the Air National Guard, stationed at Tucson Air National Guard Base, Arizona with operating locations at Davis-Monthan Air Force Base (AFB), AZ, Eglin AFB, FL, and one planned at Little Rock AFB, AR. AATC conducts operational test and evaluation (OT&E) for the Air Reserve Component (ARC) components and other Major Commands (MAJCOMs) exercising lead command authority over a variety of ARC possessed Mission Design Series (MDS) systems and associated weapons, sensors, and support equipment. These ARC aircraft and systems are older and require low cost, off-the-shelf modernization updates to maintain combat capabilities. AATC has engineering and test responsibility for the National Guard Bureau (NGB).

In this role, AATC is responsible for working with Air Force Material Command (AFMC), system program offices (SPOs) and other related engineering offices to conduct research, development, test and evaluation to determine the operational suitability and effectiveness of candidate developmental sensors and systems that address the modernization requirements identified in the annual Air National Guard Weapons System Modernization Priorities Book, and Air Force Reserve Modernization Book as well as requirements provided to AATC by the MAJCOMs.

1.4 Program Background

There are currently about 70 active projects at AATC supporting A-10C, C-130H/J, F-15C/D, F-16C/D, C- 17, KC-135, HH-60G, HC/MC-130, RC-26, MQ-9, Battlefield Airman (BA), and multiple cross-platform logistics and Electronic Warfare capabilities. The average lifetime of most projects is six months to three years from concept approval to final report and initial fielding but complexity may shorten or extend the amount of time required to complete the project. Expertise for each of these platforms and capability areas is required to ensure successful testing of modernization capabilities. This includes both technical and acquisition management support. Skill set requirements may be transferable as projects are competed and new projects are started but the specific skill sets may change depending on what is no longer required due to completion of existing projects and what additional skill sets are required for the new projects. Technical support includes but is not limited to operational and maintenance experience on specific platforms, expertise or familiarization with platform systems, integration and modification experience, developmental and operational test experience, and airworthiness and Federal Aviation Administration (FAA) approvals. Acquisition management support includes, but is not limited to, assisting the government with technical requirements definition, cost assessment and control, and preparing acquisition program documentation such as integrated master schedules and acquisition strategy plans;

and executing aircraft avionics integration, systems engineering, design engineering, and creating http://en.wikipedia.org/wiki/Air_National_Guard http://en.wikipedia.org/wiki/Air_National_Guard http://en.wikipedia.org/wiki/Tucson_Air_National_Guard_Base integrated logistics support such as technical orders, flight manuals, job guides, and software manuals, and program engineering coordination necessary to support Air National Guard (ANG) and Air Force Reserve Command (AFRC) modification programs.

New projects may need additional support and expertise as they are approved in the annual United States Air Force Reserve Modernization Book and ANG Weapons Systems Modernization Priorities Book. These books are available online and identify modernization priorities and projects this PWS will support. As modernization priorities and projects are approved and funded AATC will conduct OT&E activities to determine the validity of solutions and make fielding recommendations. The contractor will support this process through all phases from concept development, test planning, test conduct and final report delivery. The ability to develop briefings, write test plans, conduct test, and deliver comprehensive final reports is required.
