This Market Research questionnaire is issued for the purposes of gathering information for use in developing the General Services Administration Federal Acquisition Service’s request for proposal for Defense Commissary Agency (DeCA) Whole Facilities Maintenance. Please e-mail responses to Steve Kane (stephen.kane@gsa.gov) Confidentiality Statement: Responses to the following questionnaire will be utilized by the Region 8 Federal Acquisition Service (FAS) to gain insight to common industry practices and standards. Information received will be controlled by FAS and will not be released external to the FAS office.
1. Does your company perform whole facilities maintenance on a contract basis? Whole facilities maintenance is defined as facilities management in which the contractor is responsible for all aspects maintenance on the building interior and exterior shell as well as on all of its internal systems. Companies in this business manage the facilities maintenance and complete the work either by self performing or subcontracting all types of required maintenance. If yes, what percentage, if any, does your company subcontract out and what percentage is performed in-house: <15%, 15 – 40%, or >40%?
2. Does your company perform these services in a commercial or government supermarket or other retail setting? If yes, what percentage, if any, does your company subcontract out and what percentage is performed in-house: <15%, 15 – 40%, or >40%?
3.
How long have you provided these services?
4.
Describe the geographical area, locations, or distribution centers within the U.S. where you perform these services?
5.
Are you a global provider? Please include the countries where your company performs these services.
6.
What types of facilities services are you likely to subcontract vs. types you are more likely to self perform?
7.
What type of commercial and government contracts do you have in place? (Fixed Price, Time and Materials, etc.) What contract types make up the majority of your business?
8.
What are the major differences in the way commercial customers manage whole facilities maintenance contracts vs. the way government customers manage similar contracts?
9.
DeCA plans to manage the maintenance of building systems through the use of preventative maintenance schedules on a firm fixed price basis. It is also our intent to manage routine maintenance and minor repairs to the building interior and exterior shell on a firm fixed price basis. Please describe the pros and cons of this approach indicating notable successes or failures you have experienced using such an approach.
10.
Describe the most common approaches used to manage routine maintenance and minor repairs to the building interior and exterior shell.
11.
How are emergency repairs such as a clogged toilet or a failed compressor resolved?
12.
A draft Performance Work Statement is included with this posting. After reviewing this document, please indicate if anything stands out as unusual. Also indicate any more logical or efficient processes that could be incorporated and the preferred approach to implementation.
13.
DeCA directs in scope project work through the use of Technical Instructions (TI). The TI process is documented in the TI manual also posted with this questionnaire. Please indicate if there are any aspects of this process that are confusing and describe any difficulties you may see in implementing this process. Where difficulties are noted, please present alternative approaches.
14.
There is “Specialty Equipment” that requires preventative and/or corrective maintenance/repairs. The Specialty Equipment is within the facility and is specific to the "grocery store" environment and necessary for facility operations. Examples include: food processing equipment (rotisserie, scales, ovens, meat saw), material handling equipment (forklifts), and custodial equipment (floor buffers). The repair/maintenance differs from the standard facilities maintenance systems such as HVAC, alarm and security yet still requires the same facilities maintenance support. What is the applicability of the “Specialty Equipment” being serviced under this Facilities Maintenance contract and how might a contractor handle/address such request to fulfill that part of the PWS?
