SUBJECT: Request for Proposal (RFP) – Phase One – Trainer Developer II
ID07180011
1. This letter serves an official Request for Proposal (RFP) under Task ID07180011 for the General Services Administration (GSA). The RFP for ID07180011 is being released on September 21, 2018.
This is an unrestricted open market procurement; therefore it is being released on the Federal Business Opportunities (FBO) website.
2. All interested offerors shall review the ID07180011 solicitation documents and submit the Phase One offer by October 22, 2018 at 2:00 PM Central Time through GSA’s IT Solution Shop (ITSS) system per the instructions in Section L of the solicitation.
3. All industry questions concerning this Phase One RFP shall be submitted to the GSA CO and GSA Contract Specialist by September 28, 2018 at 11:00 AM Central Time. The subject line of the email containing questions regarding this procurement shall read: “ID07180011 QUESTIONS.” Questions shall be directed to the Contracting Officer, Erin Quinn-Neuendorf at erin.quinn-neuendorf@gsa.gov and the Contract Specialist, Trae Dupart at kervin.dupart@gsa.gov. No phone calls please, email only.
4. Phase I responses will be due in ITSS on October 22, 2018 at 2:00 PM Central Time. In order to ensure that all interested offerors are able to submit a proposal in ITSS, submission of the ITSS offeror information (offeror’s name and POC) is required no later than October 16, 2018 at 5:00 PM Central Time. On October 17, 2017, the Phase One RFP will be issued in ITSS to all offerors who responded with ITSS registration. Phase One proposals may be uploaded in ITSS once the RFP has been issued in ITSS.
5. The GSA CO will compile all Phase One questions and responses and post them on FBO via amendment for all interested offerors to view. It is the Government’s intention to not extend the Phase One RFP beyond the original closing date of October 22, 2018 at 2:00 PM Central Time.
6. All interested offerors must submit their proposal via ITSS web-based order processing system.
Proposals will only be received and awarded via ITSS. The link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS webpage is https://web.itss.gsa.gov/Login.

The solicitation is being posted via FBO; however, offerors must also register to receive the solicitation information via ITSS, utilizing the following guidance:
To submit a Phase One proposal for consideration, all interested offerors must send GSA an email identifying
(1) offeror’s name, and (2) the name of an individual employee who will act as the offeror’s GSA point of contact (POC) for this requirement that is “registered in ITSS.” OFFERORS MUST IDENTIFY THE COMPANY NAME AND THE POC’S NAME EXACTLY AS IT APPEARS IN ITSS. “Registered in ITSS” or “Registration in ITSS” means an offeror is successfully registered in ITSS such that the Government can select the offeror’s designated POC in ITSS to receive the Request for Proposal (RFP), view an order, and be able to submit a proposal. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that all interested offerors are able to submit a proposal in ITSS, submission of the above ITSS offeror information (offeror’s name and POC) is required five (5) business days (October 16, 2018 at 5:00 PM Central Time) prior to Phase One RFP closing date . An email must be sent to erin.quinn-neuendorf@gsa.gov in order to ensure registration.
7. All questions regarding this solicitation shall be directed to the Contracting Officer and Contract Specialist listed in paragraph 3 above, via email.
