The Federal Acquisition Service of the General Services Administration (GSA) on behalf of the U. S. Army Europe (USAREUR) intends to issue a Request for Proposal to acquire cost-effective, theater-wide Cyber- Security (CS) Training and Information Technology (IT) training for all the U.S. Army Europe and all DoD activities geographically dispersed across the USAREUR Area of Responsibility (AOR). The training is in support of the USAREUR – Information Technology Training (AE-ITT) Program to enable the U.S. military to develop and maintain a skilled competent and certified Cyber Security professional workforce. The AE-ITT program consists of two training areas. First, Information Technology Training Program (ITTP), which includes commercially available DoD-specific and Career Program (CP) 34 Career Developmental Training courses. Second, Cybersecurity Training Program (CSTP), which includes commercially available courses and industry standard certifications that map to the Army’s Cybersecurity requirements under Cyberspace Workforce Management DoDD 8140.01 and applicable Army Regulations.
The Government intends to issue a competitively awarded hybrid Firm Fixed Price (FFP)/Cost Reimbursement Indefinite Delivery Indefinite Quantity (IDIQ) type contract with an estimated period of performance includes a twelve month base period and four (4) twelve month renewable options.
Base Period is anticipated to begin 01 June 2018.
Performance of services under this contract will be Outside the Continental United States (OCONUS).
The solicitation will be posted on or about 26 February, 2018.
All Offerors must be registered with the System for Award Management (SAM) at http://www.sam.gov prior to submitting an offer. The RFP will be issued in FedBizOpps. However, it is mandatory that all responding vendors be registered in GSA’s IT-Solutions Shop (ITSS). The website is https://portal.fas.gsa.gov. The HelpDesk phone number is 1-877-472-4877.
The contract will be awarded to the offer whose proposal is the most advantageous to the Government.
The acquisition will be conducted in accordance with FAR Part 15, Contracting by Negotiation. The following Technical factors will be considered:

Potential Offerors are responsible for monitoring FedBizOpps for release of the solicitation package and any amendments.
No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation.
The NAICS code for this requirement is 611430, Professional and Management Development.
The anticipated closing date for this solicitation will be on or about 28 March 2018 at 4:00 PM Local Time, Philadelphia, PA.
