U. S. Army Europe Information Technology Training (AE-ITT) Program

Request for Information (RFI) and Industry Day

REQUEST FOR INFORMATION

The General Services Administration (GSA), Federal Acquisition Service (FAS), Region 3, is developing a

Request For Proposal (RFP) for the acquisition of theater-wide Cyber-Security (CS) and Information

Technology (IT) training for all the U.S. Army Europe and DoD activities geographically dispersed across the USAREUR Area of Responsibility (AOR). The Government anticipates a Firm Fixed Price Contract for a 12- month base period with 4- one year options.

A DRAFT Performance Work Statement is released with this RFI. The Government is open to industry input that elicits best practices from the competitive marketplace as they relate to the required services.

The purpose of this RFI is to:

(1) Seek comments/questions on the technical completeness and adequacy of the services described in the attached DRAFT PWS;

(2) Allow interested Alliant contractors to make recommendations on enhancing the DRAFT PWS to improve the solicitation and resultant task order; and

(3) Seek suggestions on which PWS Sections, if any, may be suitable for Firm Fixed Pricing.

(4) Seek suggestions on Technical Evaluation Criteria appropriate for this Best Value procurement.

An overarching objective for this acquisition is to drive cost savings, while producing operational success at low risk. The Government encourages partnering with small businesses, where appropriate, to fulfill these requirements and to assist the Government in meeting small business goals.

Note: The Government will review industry feedback. Based on the merit of the input, and solely at the Government’s discretion, the Government will make a determination as to whether to incorporate any suggestions in the final solicitation package.

Subsequent to the close of this RFI, the Government intends to issue a solicitation to compete this requirement in accordance with FAR Part 15.

This is NOT a request for proposal. This RFI does not commit the Government to pay any proposal preparation costs for responding to this RFI and is not considered an allowable direct charge to any resultant task order or any other contract. Responses to this request will not be considered offers and cannot be accepted by the Government to form a binding contract.

All responses to this RFI shall be submitted in writing via email not later than 4:00PM, ET on 12 January 2018 to Mr. Kevin Flynn (kevin.flynn@gsa.gov).

INDUSTRY DAY 19 JANUARY 2018

The GSA, FAS, Region 3, will be conducting an Industry Day scheduled for 19 January 2018 at the AE-ITT

Classroom in Clay Kaserne. Location is listed below:

PURPOSE: To improve understanding of the requirements and promote competition. Any exchanges of information will be consistent with procurement integrity requirements under FAR 3.104, and FAR

15.201.

All Offerors are advised that the Industry Day is for informational purposes only, and that offerors shall submit their proposals based on the documentation contained in the formal Request for Proposal (RFP).

For planning purposes, the Government is requesting the number of potential participants (inclusive of subcontractors or teaming partners) your firm plans to send to the industry day.

Keep in mind that all communication regarding this procurement shall be directed to Eileen Flanigan (Eileen.flanigan@gsa.gov). BASE ACCESS INSTRUCTIONS:

Meet at the Lucius Clay Kaserne front gate (Flugplatz Erbenheim, 65205, Wiesbaden) on 19

January at 0900.

Your country Passport or Ausweiss is needed in order to sign onto the base.

Escorts will be provided to the AE-ITT classroom (Bldg. 1638, Room 103).

We will escort your party to the Clay Army Strong dining facility for lunch and return to the classroom to complete the industry day requirements.
